    That the Emergency Preparedness and Protective Services Committee receive this report for information.

File No. ACS2025-OCC-CCS-0134 - City-wide

  • WHEREAS the City of Ottawa’s By-law Review Work Plan identifies regulatory by-laws for review or development each Term of Council; and
     
    WHEREAS the feeding of wildlife, particularly mammalian wildlife, can result in:

    • Animals becoming dependent on humans for food, disrupting their natural foraging behaviour
    • Increased risk of disease transmission among animals and between animals and humans
    • Wildlife becoming more aggressive or losing their natural fear of people, leading to safety concerns
    • Unintended attraction of rodents such as rats and mice; and

    WHEREAS Ottawa’s Animal Care and Control By-law currently addresses domestic animals but does not specifically regulate the feeding of wildlife; and
     
    WHEREAS other Ontario municipalities, including Toronto, have recently introduced bans on wildlife feeding, with regulated exceptions for birds, fishing, research, animal control, and cultural practices;
     
    THEREFORE BE IT RESOLVED that staff include a wildlife feeding by-law, or amendments to the Animal Care and Control By-law concerning the feeding of wildlife,  as an item for consideration as part of the development of next Term of Council’s By-law Review Work Plan to be approved by Council, and that other jurisdictions be considered as models as part of this work.

File No. ACS2025-OCC-CCS-0135 - Gloucester-Southgate (Ward 10)

  • WHEREAS Schedule 2 of the City of Ottawa’s Licensing By-law 2002-189, as amended, licenses and regulates driving school operators and driving instructors;

    AND WHEREAS in 2011, by motion, Council amended Schedule 2 to prohibit driving instruction within a defined area adjacent to the Ministry of Transportation DriveTest facility at 1570 Walkley Road to address on-going issues with increased traffic and potential safety concerns in the residential area adjacent to the test facility;

    AND WHEREAS the Ministry of Transportation has expanded its test route and therefore, requested a corresponding expansion of the prohibited area;

    AND WHEREAS given continued safety considerations and concerns expressed by the community in this regard, City staff support restricting driving instruction in the expanded test route;

    THEREFORE BE IT RESOLVED that the Emergency Preparedness and Protective Services Committee recommend Council approve amendments to Schedule 2 of Licensing By-law 2002-189, as amended, as detailed in the attached amending by-law, to prohibit driving instruction within the defined area adjacent to the Ministry of Transportation DriveTest facility at 1570 Walkley Road.
