  • That the Board of Health for the City of Ottawa Public Health Unit:

    1. Receive this report for information, including the accompanying comparative analysis which compares the historical accuracy of daily versus weekly water testing on Ottawa Public Health’s past process of issuing swim recommendations of the five City of Ottawa supervised beaches;
    2. Direct Ottawa Public Health to continue to conduct weekly water quality testing at the five City of Ottawa supervised beaches, which aligns with the Ontario Public Health Standards, and most other Ontario Public Health Units, as well as best practice guidelines for urban and rural cities;
    3. Direct Ottawa Public Health to continue working collaboratively with partners to inform the public about water safety when swimming in natural bodies of water, including Ottawa’s five Municipal beaches. This includes promoting drowning prevention, assessing water quality, and raising awareness of other associated risks.

  • BE IT RESOLVED THAT the Board of Health for the City of Ottawa Health Unit resolve In Camera pursuant to Section 13(1)(b) of the Procedure By-law 2011-1 to consider personal matters about an identifiable individual with respect to the appointment of an associate medical officer of health.

Larvicide Treatment of Stormwater Ponds

  • WHEREAS Ottawa Public Health (OPH) plays a vital role in preventing West Nile virus through health promotion and education, and measures such as the application of larvicides in stormwater management ponds; and

    WHEREAS OPH currently funds the treatment of City-owned stormwater ponds without reimbursement, and increased demand due to the City’s growth is placing additional pressure on the OPH budget; and

    WHEREAS newly developed stormwater ponds, whether under City ownership or still under developer control, may involve a multi-year delay between residential occupancy and formal handover to the City; and

    WHEREAS addressing this gap in larviciding efforts may mitigate risks associated with West Nile virus;

    THEREFORE BE IT RESOLVED that OPH explore options to expand larvicide treatment to include stormwater management ponds that have not yet been handed over to the City, when requested by the developer or current owner, including the operational and financial implications of such an expansion; and

    BE IT FURTHER RESOLVED that OPH collaborate with relevant City departments to assess the feasibility of establishing a sustainable funding mechanism for the treatment of City and developer-owned stormwater ponds, including options through the land development and approvals process, and potential cost recovery strategies involving developers.

  • BE IT RESOLVED THAT Confirmation By-law no. 2025-6, a by-law of the Board of Health for the City of Ottawa Health Unit to confirm the proceedings of the Ottawa Board of Health at its meeting of September 15, 2025, be read and passed.
