The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 27 November 2024 beginning at 10:00 a.m. The Mayor, Mark Sutcliffe, presided over the meeting from Council Chambers with some Members attending in person and the remaining Members participating remotely by Zoom.

Mayor Sutcliffe led Council in a moment of reflection. 

Notices and meeting information are attached to the agenda and minutes, including: availability of simultaneous interpretation and accessibility accommodations; in camera meeting procedures; information items not subject to discussion; personal information disclaimer for correspondents; notices regarding minutes; and remote participation details.

I, Councillor Clarke Kelly declare a potential, deemed pecuniary interest on the Integrity Commissioner’s report listed as Item 10.1 on the Agenda, in accordance with Subsection 5(2.1) of the Municipal Conflict of Interest Act.


The Municipal Conflict of Interest Act, subsection 5(2.1) provides as follows:


(2.1) The following rules apply if the matter under consideration at a meeting or a part of a meeting is to consider whether to suspend the remuneration paid to the member under subsection 223.4 (5) or (6) of the Municipal Act, 2001 or under subsection 160 (5) or (6) of the City of Toronto Act, 2006:

  1. Despite clauses (1) (b) and (c), the member may take part in the discussion of the matter, including making submissions to council or the local board, as the case may be, and may attempt to influence the voting on any question in respect of the matter, whether before, during or after the meeting. However, the member is not permitted to vote on any question in respect of the matter.

As such, I will not be voting on any matters related to the integrity Commissioner’s Report.

    The Integrity Commissioner recommends that City Council:

    1. Receive this report, including the finding that Councillor Kelly contravened Section 4 (General Integrity) and Section 7 (Discrimination and Harassment) of the Code of Conduct;
    2. Reprimand Councillor Kelly for his conduct on July 3, 2024.

    3. Approve the issuance of the heritage permit with a two-year expiry date from the issuance unless otherwise extended by Council.
    4. Direct staff to bring forward a report according to Section 34.3 of the Ontario Heritage Act once the removal is complete.

    WHEREAS at the Built Heritage Committee meeting of November 12, 2024, the owners of the property at 152 Metcalfe Street requested that the north wing of the church be excluded from the proposed designation; and

    WHEREAS the exclusion of the north wing of the building does not change the overall evaluation of the property under Ontario Regulation 9/06;

    THEREFORE BE IT RESOLVED that Council approve an amendment to the Statement of Cultural Heritage Value attached as Document 5 to ACS2024-PDB-RHU-0079 to include the language: "The 1906 north wing of the building is excluded from the designation."

    WHEREAS new information was provided to heritage staff following a public delegation at the Built Heritage Committee meeting of November 12, 2024; and

    WHEREAS the Statement of Cultural Heritage Value was updated to reflect this information;

    1. That staff be directed to implement the approaches identified in the inquiry response including:
      1. Increasing the circulation radius for Council-level Heritage permit applications from 30 m to 60 m beginning in 2025.
      2. Develop a procedure for posting of temporary notification signs on properties subject to a Council-level Heritage Permit application beginning in 2025.
    2. That staff be directed to recover the cost of these additional notification measures through a $200 increase to all Council-level Ontario Heritage Act application fees, to be implemented through the 2025 Operating Budget effective January 1, 2025;
    3. That in order to further increase transparency and awareness of heritage applications, that staff be directed to explore the development of an electronic mailing list that residents in Heritage Conservation Districts can sign up for on the City’s website to be notified of upcoming Council-level permit applications under the Ontario Heritage Act.

    WHEREAS, the poppy is an international symbol of remembrance,

    WHEREAS, the Royal Canadian Legion operates the annual Poppy Campaign from late October to November 11 to raise funds across the country to support veterans and their families,

    WHEREAS, members of the public buy their poppy via various means, including in public facilities,

    WHEREAS, the City of Ottawa has hundreds of public facilities that could be locations to acquire a poppy,

    WHEREAS, in addition to leaving poppy boxes on customer service counter tops, there may be other options to explore including allowing cadets to enter and sell poppies in high volume centres and using cashless, pay tribute poppy boxes.

    THEREFORE BE IT RESOLVED that the General Manager of the Recreation, Cultural & Facility Services Department investigate options to increase the number of City of Ottawa facilities that will make poppies available to the public during the 2025 Poppy Campaign; and

    BE IT FURTHER RESOLVED that the General Manager provide an update by memorandum to Council by the end of Q2 2025.

    WHEREAS according to the 2023 State of Ottawa's Health Report from Ottawa Public Health, it is estimated that at least 14% of Ottawa residents – or over 150,000 individuals – lack access to primary care; and

    WHEREAS this severe access gap disproportionately affects new Canadians, Indigenous communities, and other vulnerable groups; and

    WHEREAS a local group of doctors has submitted an application to the Ministry of Health for provincial operating funding to establish a Family Health Team in Kanata-Stittsville; and

    WHEREAS the application for provincial funding would be strengthened by securing municipal land for construction of a Health Hub facility that would host the FHT; and

    WHEREAS similar health hubs supported by neighbouring municipalities have demonstrated the ability to attract physicians, registered nurses, and other health care professionals, allowing them to quickly scale up primary care access to their communities; and

    WHEREAS this FHT would deliver comprehensive, multi-disciplinary care to nearly 50,000 residents across Ottawa in partnership with local physicians, as well as provide access to a range of healthcare professionals, such as nurse practitioners, physiotherapists, pharmacists, system navigators and mental health workers;

    THEREFORE BE IT RESOLVED THAT staff be directed to enter into discussions with the Kanata-Stittsville Family Health Team proponents to examine how a portion of the municipal land at 1655 Maple Grove Road could be made available for health care use, including:

    • Land use requirements;
    • Applicable laws, regulations and policies, including the City of Ottawa’s Disposal of Real Property Policy and any restrictions under the Municipal Act including Section 106 related to Municipal Bonusing;
    • Municipal health services and social services that may benefit from being co-located within the Health Hub; and

    THEREFORE BE IT FURTHER RESOLVED THAT staff report to Finance and Corporate Services Committee no later than Q2 2025 with findings and any recommendations, and;

    THEREFORE BE IT FURTHER RESOLVED THAT a copy of this motion, once approved by City Council, be circulated to the Ontario Minister of Health.

    WHEREAS the Heart of Orléans BIA Board requested an expansion to the area and pursuant to section 210 of the Municipal Act, 2001, before passing a by-law to expand the boundary of a BIA, the municipality sends notice to the board of management, current members and members in the proposed new area;

    AND WHEREAS on September 13, 2023, Council approved that the Notice of Intention to expand the boundaries of the Heart of Orléans and the notification process was made in accordance with section 210 of the Municipal Act, 2001;

    AND WHEREAS the City did not receive sufficient objections and as the notification process was successful, the City may now enact a by-law to amend the BIA area to include the expanded area which includes all notified properties, and such map is attached as Schedule “A” to this motion;

    AND WHEREAS City staff identified a minor administrative error relating to the boundary adjustment map Council approved on September 13, 2023 (Document 1). Based on the property owner mailing list related to the Notice of Intention letter from the City Clerk, the boundary adjustment map that should have been attached to the staff report on September 13, 2023, is attached as Schedule “A”.

    THEREFORE BE IT RESOLVED that the Heart of Orléans By-law 2006-476 be amended to include the attached Schedule “A” expansion area following the successful notification process and that City staff list such amending by-law on the agenda of Council for enactment.

Councillor L. Dudas - Inquiry OCC 2024-20

  • To provide a fuller understanding of the situation and capacity challenges, can Community and Social Services staff advise what other housing solutions would be required should the Federal government not provide the capital request in the Proposed Newcomer Reception System Application.

    Specifically:

    • What alternatives exist to the proposed Newcomer Reception Centres if the Federal government does not provide the required funding, or if the existing strategy does not proceed as planned
    • Considering the anticipated inflow of refugees and asylum seekers will continue, how long would the existing recreation and community centres continue to be needed if the Newcomer Reception Centre facilities are not built?
    • If the Newcomer Reception Centre facilities are not built, will additional City facilities need to be repurposed into housing space?
