Renée Amilcar, General Manager, Transit Services, Duane Duquette, Chief Safety Officer, Pat Scrimgeour, Director, Transit Customer Systems and Planning, Rami El Feghali, Director, Transit Bus Operations and Maintenance, Troy Charter, Director, Transit Service Delivery and Rail Operations, presented an overview of the report and answered questions.  A copy of the slide presentation is filed with the Office of the City Clerk.

This item was considered at the outset of the Joint Meeting. The Joint Meeting resolved in camera at 9:34 am (Motion No. TC-LRSC 2024-02-01, below). The open meeting reconvened at 12:06 pm. Upon resuming the open meeting, the Chair read the following statement:

“Please let the record show that the Joint Meeting went in camera to receive and consider a confidential legal briefing, from external legal counsel, related to the root cause review and the status of the implementation of the maintenance settlement agreement.

“These matters will not be reported out as they relate to advice that is subject to solicitor-client privilege, and to litigation or potential litigation.

“There were no votes taken during the in camera session, other than to give direction to staff or to deal with procedural matters.”

Richard Holder, Director, Engineering Services, presented an overview of the report and answered questions. Nicolas Truchon, Chief Executive Officer at RTG also provided a presentation and answered questions.  Copies of the slide presentations are filed with the Office of the City Clerk.

Renée Amilcar, General Manager, Transit Services Department, and Taffy Nahas, Legal Counsel, also answered questions.

The Transit Services Department accepted the following direction to staff:

Direction (Councillor D. Hill)

That staff be directed to provide an update to the Transit Commission, by end of Q3 2024, on the City’s Transit Services Department’s approach to Safety Management for the vehicle/track interface on Line 1 both at Revenue Service and during operations.

    BE IT RESOLVED THAT in accordance with the Procedure By-Law, the Joint Meeting of Transit Commission and Light Rail Sub-Committee resolve in camera pursuant to Subsections 13(1)(f) the receiving of advice that is subject to solicitor-client privilege, and 13(1)(e) litigation or potential litigation, to receive and consider a confidential legal briefing related to the root cause review and the status of the implementation of the maintenance settlement agreement – Not to be Reported Out.

Seniors 65 and older ride without charge all day every Wednesday and Sunday. The same does not apply to Seniors using ParaTranspo on these days. Could staff please respond to the following:

  • Why does the same policy not apply to ParaTranspo Customers?
  • What are the projected implications for Para Transpo on Sundays and Wednesdays were such a no-charge policy to be implemented? What would the impacted cost implications be?
