Councillor Lo dissented on paragraph 2.

Deborah Lightman, Program Manager, Active Transportation and Kalle Hakala, Senior Project Manager, Sustainable Transportation presented an overview of the report recommendations and answered questions from the Committee. A copy of the slide presentation is filed with the Office of the City Clerk.

Vivi Chi, Director of Transportation Planning and Pat Scrimgeour, Director, Transit Customer Systems and Planning also responded to questions.

At the conclusion of questions to the delegations and to staff, and following Committee discussion, the report recommendations were then put before Committee and were Carried with Councillor Desroches dissenting and Councillor Lo dissenting on paragraph 2.

  • Report Recommendations

    That the Transportation Committee recommend Council:

    1. Approve the recommended plan to add cycling facilities to Bank Street over Billings Bridge between Riverside Drive westbound and Chesley Street as described in this report; and,
    2. Approve implementation of a northbound reserved bus lane on Bank Street between Chesley Street and Aylmer Avenue during the weekday afternoon peak period, including any by-law amendments required to implement this facility.

    That the Transportation Committee and Council receive this report for information.

    WHEREAS the signing of the encroachment agreement for 2 Nesbitt Street is not considered highly urgent in nature; and

    WHEREAS volunteer delegates have expressed concerns with their availability and ability to prepare for  delegation;

    THEREFORE BE IT RESOLVED, that Transportation Committee defer the item listed as 4.2 to the October 26th, 2023 Transportation Committee meeting.

  • THEREFORE, BE IT RESOLVED THAT the exclusive bus-only left turning lane into the Nepean Woods Park and Ride on the westbound Strandherd Drive onto Crestway Drive be decommissioned until transit and traffic use and flows warrant its reimplementation; and,

    BE IT FURTHER RESOLVED THAT the exclusive bus-only left turning lane into the Nepean Woods Park and Ride, on the westbound Strandherd Drive onto Crestway Drive, be hatched off by appropriate road markings, leaving only one left turning lane and thereby combining all west-to-south left turning traffic to a single left turn lane; and,

    BE IT FURTHER RESOLVED THAT the exclusive bus-only left turning lane overhead reserved bus lane sign and the priority signal heads be removed, including for redeployment to another location requiring their use.

There are 103 individual public infrastructure projects in Somerset Ward this summer, which has created some significant challenges in terms of pedestrian accessibility.

  • What are the city’s current standards for pedestrian accessibility during sidewalk construction?
  • Do complaints to 311 about construction accessibility concerns automatically translate into a site assessment?
  • How many site inspections were carried out through the Standards office in the last year and how many included volunteer residents?
  • How many changes were made to city construction sites as a result of Standards’ inspections in the last year, specifically pertaining to pedestrian accessibility? What follow up occurs to ensure the changes have been made?
  • In what circumstances does the city close both sidewalks for construction at the same time?
  • How are mobility challenges and accessibility needs determined and protected during sidewalk repair construction?
