Alexandra Bridge Replacement Project

The Committee received a presentation from the Government of Canada to provide an update on the Alexandra Bridge replacement project. A copy of the slide presentation is filed with the Office of the City Clerk. The following represented the Government of Canada and were available to answer questions from the Committee:

Planning, Development and Building Services Department

5.1

Application for Demolition and New Construction at 381 Kent Street, a Property Designated under Part V of the Ontario Heritage Act as part of the Centretown Heritage Conservation District

File No. ACS2024-PDB-RHU-0054 - Somerset (Ward 14)

This report will be submitted to the Planning and Housing Committee on August 28, 2024. The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on September 5, 2024

The Applicant, as represented by Miguel Tremblay, Fotenn, was present in support, and available to answer questions. The Applicant advised that they did not need to address the Committee if the item carried.

Committee members received a written submission from Linda Hoad, Heritage Ottawa, and a copy is filed with the Office of the City Clerk.

The Committee carried the report recommendations as presented.

• Report recommendation(s)

  That the Built Heritage Committee and Planning and Housing Committee recommend that Council:

  1. Approve the application for demolition at 381 Kent Street;
  2. Approve the application for new construction at 381 Kent Street according to plans prepared by Neuf Architects, dated September 5, 2023, conditional upon;
     
     1. The applicant providing samples of all final exterior materials for approval by Heritage Staff prior to the issuance of the building permit.
     2. The applicant providing a copy of the building permit plans to heritage staff at the time of the submission of the building permit application. The submission shall clearly identify any changes from the approved heritage permit and include a list and explanation of proposed changes.
  3. Delegate the authority for minor design changes and clearance of conditions to the Program Manager, Heritage Planning Branch, Planning, Development and Building Services Department;
  4. Approve the issuance of a heritage permit with a three-year expiry from the date of issuances unless otherwise extended by Council.

Application to alter 259 Clemow Avenue, a property designated under Part V of the Ontario Heritage Act as part of the Clemow-Monkland Driveway and Linden Terrace Heritage Conservation District

File No. ACS2024-PDB-RHU-0053 – Capital (Ward 17)

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on September 1, 2024.

Ashley Kotarba, Planner II, Heritage Planning Branch, presented an overview of the report recommendations and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

The Applicant, as represented by Richard Shean, Shean Architects, was present in support, and available to answer questions. The Applicant advised that they did not need to address the Committee if the item carried.

  That the Built Heritage Committee recommend that Council:

  1. Approve the application to alter 259 Clemow Avenue according to plans prepared by Shean Architects, dated May 15, 2024 with the following conditions to be cleared prior to the issuance of a building permit;
     
     1. Increasing the setback to ensure that the entire side yard addition is set back a minimum of 1.4m from the front facade;
     2. Revising the conservation approach to the historic building, with particular reference to the windows and porch elements to ensure that the proposal meets the requirements of the Heritage Conservation District Plan;
     3. Providing samples of all final exterior materials for approval;
     4. Providing a copy of the building permit plans to heritage staff at the time of the submission of the building permit application. The submission shall clearly identify any changes from the approved heritage permit and include a list and explanation of proposed changes;
  2. Delegate the authority for minor design changes and clearance of conditions to the Program Manager, Heritage Planning Branch, Planning, Development and Building Services Department;
  3. Approve the issuance of a heritage permit with a two-year expiry from the date of issuance unless otherwise extended by Council;
  4. Direct that the report be submitted to Council for consideration at its meeting of July 10, 2024 pursuant to Subsection 35(7) of the Procedure By-law.

Application to Alter the Aberdeen Pavilion, 1000 Exhibition Way, a property designated under Part IV of the Ontario Heritage Act

File No. ACS2024-PDB-RHU-0055 - Capital (17) 

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on September 1, 2024.

Ward Councillor S. Menard was in attendance for this item.

Anne Fitzpatrick, Planner III, Heritage Planning Branch, Josiah Fogarty, Stantec, and Summer Bourgeon, RMA+SH Architects, presented an overview of the report recommendations and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

Committee members received a written submission from Linda Hoad, Heritage Ottawa, and a copy is filed with the Office of the City Clerk.

Following discussion on this item, the Committee carried the report recommendations as presented.

  That the Built Heritage Committee recommend that Council :

  1. Approve the application to alter the Aberdeen Pavilion, 1000 Exhibition Way, according to plans prepared by RMA+SH Architects, dated June 7, 2024, conditional upon:
     
     1. The implementation of the conservation approach identified in the Description of Proposed Work attached as Document 3 and further detailed in the Conservation Elevations attached as Document 4.
     2. The applicant providing samples of all final exterior materials for approval by heritage staff.
  2. Delegate the authority for minor design changes to the Program Manager, Heritage Planning Branch, Planning, Development and Building Services Department
  3. Approve the issuance of a heritage permit with a three-year expiry date from the date of issuance unless otherwise extended by Council.
  4. Direct that the report be submitted to Council for consideration at its meeting of July 10, 2024 pursuant to Subsection 35(7) of the Procedure By-law.

  2. Issue a Notice of Intention to Designate 755 Somerset Street West under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value included in Document 7.
  3. Issue a Notice of Intention to Designate 90 Primrose Avenue East/96 Empress Avenue under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value included in Document 9.
  4. Suspend the notice required under Subsections 29(3) and 34(1) of the Procedure By-law to consider this report at the July 10, 2024 Council meeting in order to complete the legislative process associated with this report within a timely manner.

  WHEREAS the report ACS2024-PDB-RHU-0035 recommends the issuance of a Notice of Intention to Designate 90 and 96 Empress Avenue according to the Statement of Cultural Heritage Value attached as Document 9; and

  WHEREAS based on community feedback, staff recommend adding one additional heritage attribute to Document 9 to recognize the stained-glass window on the west façade of the building ;

  THEREFORE BE IT RESOLVED that the list of heritage attributes in Document 9 be amended to include the following additional attribute as the fourth bullet on page eight of the document:

  • Tripartite stained-glass window with stone surround on the west façade;
