Multi-Residential Waste Diversion Strategy Update

  That the Environment and Climate Change Committee recommend that Council:

  1. Receive, for information, the detailed cost analysis and implementationplan for onboarding all remaining multi-residential properties serviced bythe City of Ottawa to an organics diversion program; and,
  2. Receive, for information, details of the 2026 Multi-Residential Collection Contract including enhancements to operations and collection efficiencies.

Curbside Waste Diversion Policy Implementation Plan and Operational Readiness Update

  That the Environment and Climate Change Committee recommend that Council:

  1. Receive an update on the City-wide communications and engagement plan and operational readiness plan in advance of the firm three-garbage item limit being implemented on Monday, September 30, 2024;
  2. Approve leveraging the administration of the Yellow Bag Program to accommodate households exceeding three garbage items on any given garbage collection week, based on direction from City Council on June 14, 2023 through Motion no. 2023-16-06, and following consultation with the Solid Waste Planning Council Sponsor’s Group;
  3. Direct staff to consult with property owners and delegates to explore tailored approaches to mitigate enforcement challenges faced by collections staff for properties with common pad collection and properties with two or more units receiving curbside waste collection services and delegate the authority to staff to take the steps necessary to pilot tailored approaches with willing owners, as outlined in the report, and report back to Council on progress in 2025; and,
  4. Receive the results of the Third-Party Review of data used to inform the Curbside Waste Diversion Policy report, appended as Document 1.

Synthetic Fertilizer

Submitted by Councillor D. Hill:

Despite being a major global exporter of fertilizer, Canada still relies on Nitrogenous fertilizer imports to keep up with our agriculture output. Imports of this nature add additional cost to farmers with international transportation and tariffs.
Converting construction waste to synthetic fertilizer is a less expensive and more environmentally friendly way to provide our agriculture community with needed resources. Ottawa is home to facilities that can convert 80% of most construction and demolition waste into recycled bio-mass fertilizer.

Increasing the viability of such facilities will also reduce the tonnage of waste being sent to the Trail West Landfill by providing more alternative streams for construction and demolition waste.

What support can the City of Ottawa provide to industry in order to reduce regulatory and legislative roadblocks to converting construction and demolition waste to synthetic fertilizers?
