Community and Social Services Department

3.1

Five Year Review of the 10-Year Housing and Homelessness Plan

• Report recommendation(s)

  That the Joint Planning and Housing and Community Services Committee recommend Council:

  1. Approve the refreshed 10-Year Housing and Homelessness Plan 2026-2035 attached as Document 1 as the framework to guide the City’s efforts over the next ten years to address local housing and homelessness needs.
  2. Direct the Deputy City Treasurer, Corporate Finance, in consultation with the Director, Housing and Homelessness Services and the Director, Housing Solutions, Real Estate and Investment Services, to undertake a review and update of the Housing Services Long Range Financial Plan and report back to Committee and Council during the next term of Council.
  3. Direct staff to update Planning and Housing Committee and Community Services Committee annually by memo on the 10-Year Housing and Homelessness Plan’s achievements and progress towards meeting the stated goals and objectives.

  WHEREAS the City currently uses varying definitions of housing types—including shelters, transitional housing, supportive housing, social housing, student housing, and private market housing—across departments;

  AND WHEREAS inconsistencies between planning (zoning/land use) and service-based definitions create confusion in policy, approvals, and public understanding;

  THEREFORE BE IT RESOLVED THAT staff be directed to review and align definitions of housing types across all relevant City departments, including Planning and Community and Social Services;

  BE IT FURTHER RESOLVED THAT staff report back with a harmonized framework and any recommended updates to the relevant planning policies, bylaws and program frameworks, in alignment with the 10-Year Housing and Homelessness Strategy.
