The Panel met in the Chamber, Ben Franklin Place, 101 Centrepointe Drive, Ottawa, on Tuesday, February 17, 2026, beginning at 1:00 p.m. The Panel Chair, Fabian Poulin, presided over the hearings in person with all of the Members attending in person.

The Panel Chair provided introductory remarks concerning hearing procedures.
