  • Report recommendations

    1. That Planning Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 3713 Borrisokane Road, 672 B, 673 A, and 673 B Dundonald Drive, and two unaddressed parcels to permit low-rise residential dwelling units and two park blocks, as detailed in Document 2.
    2. That Planning Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of April 27, 2022,” subject to submissions received between the publication of this report and the time of Council’s decision.
  • Amendment:

    WHEREAS staff have identified and further reviewed the asset management implications of report ACS2022-PIE-PS-0033; and
    WHEREAS asset management implications pertaining to the subject site have been identified.
    THEREFORE BE IT RESOLVED THAT report ACS2022-PIE-PS-0033 be revised by deleting the Asset Management Implication Section in its entirety and replacing with the following:
    It has been confirmed that there is sufficient capacity in the existing water, wastewater and stormwater infrastructure systems to accommodate the proposed development.  Assets acquired through development of these lands will add to City’s inventory for operations and maintenance, as well as lifecycle renewal and replacement in the long term.  In order to maintain stormwater recharge in the Kars Esker (a local geologic feature that contributes to base flow in the Jock River), this subdivision will use a unique stormwater management system within the road right-of-way, commonly referred to as the Etobicoke Exfiltration System (EES).  This system will require a high level of operations and maintenance effort relative to conventional storm sewer systems to ensure its effectiveness and longevity.
    THEREFORE BE IT FURTHER RESOLVED that there be no further notice pursuant to Section 34 (17) of the Planning Act.

      2.   • WHEREAS in accordance with the Planning Act and the City of Ottawa Official Plan – public notification of Official Plan and Zoning By-law Amendments is required for statutory public meetings;
    WHEREAS staff have identified that the notice with respect to this item did not have the full address of the subject site;
    WHEREAS staff have identified that the report presenting the recommendation for the Official Plan and Zoning By-law Amendments was not the most up to date version;
    WHEREAS proper notice needs to be provided at least 10 days prior the statutory public meeting;
    WHEREAS staff recommend that this item be deferred to the April 28 Planning Committee to ensure proper notice is provided; and
    WHEREAS the applicant is aggregable with the proposed deferral.
    THEREFORE BE RESOLVED that Planning Committee defer the item until the April 28, 2022 Planning Committee and authorize a revised report to be submitted to Committee with notice being provided.

  • Amendment:

    WHEREAS Document 1 of report ACS2022-PIE-PS-0032 amends the City of Ottawa Zoning By-law; and 
    WHEREAS the proposed staff recommendations were intended to reflect the proposed zoning as contained in Document 1.
    THEREFORE BE IT RESOLVED that with respect to report ACS2022-PIE-PS-0032 Planning Committee recommends Council approve the following revised Recommendation 1:
    “That Planning Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 4775, 4875 Spratt Road to rezone the lands from Development Reserve (DR) to Residential Fourth Density, Subzone Z (R4Z), Residential Fourth Density, Subzone Z, with an exception (R4Z [xxxx]) and maximum permitted height of 14 metres (H(14)), Open Space (O1), Minor Institutional (I1) and Mixed Use (GM) to permit a new residential subdivision, as detailed in Document 2.”
    THEREFORE BE IT FURTHER RESOLVED that there be no further notice pursuant to Section 34 (17) of the Planning Act.

    That the Planning Committee recommend Council approve: 

    1. that the 2022 Development Charge deferral rate be an average of 2020 and 2021, inclusive, representing a rate of 5.83 %, plus the standard 0.5% administrative adjustment, for a total rate of 6.33%; and
    2. that this rate be effective beginning on May 01, 2022 though to March 31, 2023, inclusive; and
    3. that these rates be applied for the duration of the deferral installments, over five or twenty years, and any locked in Development Charge rates over this time frame.
