The Ottawa Board of Health met in the Champlain Room, 110 Laurier Avenue West, Ottawa, on Monday, February 4, 2019 beginning at 5:00 PM.

The City Clerk and Solicitor, M. Rick O’Connor, presided over the Declarations of Office for new Members.

The Board of Health Secretary presided over the beginning of the meeting, up to and including the election of a Chair.

Councillor Keith Egli, Chair of the Board of Health, presided over the balance of the meeting.

 

ANNOUNCEMENTS/CEREMONIAL ACTIVITIES

Members Banham and DeGiovanni read their Declarations of Office and were sworn in as new Board members.

Representatives from the First Nations, Inuit, Métis communities offered opening prayers in recognition of the Board of Health’s first meeting of 2019 and its first meeting with all new Members for the 2018-2022 term.

The Board of Health Secretary presided over the election of the Chair. Prior to calling for nominations, she explained that section 57 subsection 2 of the Health Protection and Promotion Act, required that boards of health elect a Chair and Vice-Chair at their first meeting each year and that Section 5 of the Board's Procedural By-Law required that the City Clerk and Solicitor or the Secretary of the Board of Health preside over the election of the Chair. She then invited nominations for the position of Chair of the Board of Health.

 

That the Board of Health for the City of Ottawa Health Unit elect a Chair and a Vice-Chair, to be confirmed at the first meeting of each year of its term, as required by the Health Protection and Promotion Act

Dr. Very Etches, Medical Officer of Health, provided the Board with an update on recent activities and events and responded to Members’ questions with respect to same. The discussion on this item lasted approximately 12 minutes. The attached memo includes her Verbal Update. The report was then received by the Board.

INTRODUCTION TO OTTAWA PUBLIC HEALTH FINANCES – PRESENTATION

 

That the Board of Health for the City of Ottawa Health Unit receive this presentation for information.

Mr. Lou Flaborea, Manager of Performance and Corporate Services, spoke to a PowerPoint presentation, which served to provide the Board with an introduction to Ottawa Public Health finances. A copy of his presentation is held on file with the Board of Health Secretary.

Following the presentation, Mr. Flaborea and Dr. Etches responded to questions from Board Members. This discussion lasted approximately 15 minutes. Following these exchanges, the Board voted to receive the item

2019 DRAFT OPERATING BUDGET FOR THE OTTAWA BOARD OF HEALTH

That, at its meeting of February 4, 2019, the Board of Health for the City of Ottawa Health Unit:

1.    Receive and table the 2019 Draft Operating Budget for the Ottawa Board of Health; and

2.    Direct staff to forward the 2019 Draft Operating Budget for the Ottawa Board of Health to Ottawa City Council on February 6, 2019, as part of the City Council’s tabling of the City of Ottawa 2019 Draft Operating and Capital budget.

Notes for Chair Keith Egli’s Verbal Report
Monday, February 4, 2019

 

Good evening everyone, Bonsoir,

Thank you to the Elders for the opening prayers, we truly appreciate your time attending our Board of Health meeting this evening.

To begin, I would like to send my deepest sympathies to family members who have lost loved ones and victims of the January 11th, Westboro Station bus collision. Our thoughts remain with those who were injured and their families. Ottawa Public Health in collaboration with many City partners, including Emergency Social Services, Personal Services Team, OPS - Victims Crisis Unit and OC Transpo, ensured that the City of Ottawa psychosocial response plan provided the necessary guidance to respond to this tragedy. Following the Westboro bus collision, Ottawa Public Health supported those affected by providing on site psychological support at both the Westboro and Eagleson OC Transpo stations.

By linking residents with community resources for mental health supports, including the Distress Centre, Royal Ottawa Mental Health Care Group, the Mental Health Crisis Line, Tel-Aide Outaouais, Kids Help Phone, 211 and the Youth Services Bureau, OPH helped spread the message that “It’s OK not to be OK”, and that help is available.

By sharing this message in person, online and via social media OPH helped residents find healthy approaches to coping with the after-effects of tragic events.

This evening, I would like to extend my warmest congratulations and welcome to our newest Board Members, Tammy DeGiovanni and Elyse Banham.

By way of introduction, Member DeGiovanni is the Director of Ambulatory Care and Chief Nurse Information Officer at CHEO. She has a master’s degree in health administration from the University of Ottawa and is a lifelong volunteer, including as a Big Sister with Big Brothers Big Sisters of Canada and the Executive Director of the Nepean All-City Jazz Band. She also volunteers at her local school council and community association.

Member Banham is the Executive Director of the Ottawa Birth and Wellness Centre. She has a bachelor of arts with honours in political science and history and a bachelor of health sciences in midwifery. She has been a board member of the Children’s Wish Foundation, National Capital Chapter, a member of Champlain Maternal Newborn Regional Program and the Midwifery Community of Practice, and the founder of the Children’s Wish Foundation Summer Kick-off event.

We are excited to have them join the Board, along with returning members Pinel, Tilley and Leiken, and bring their unique expertise and perspectives to identify the health needs of the community and to make our city and its residents healthier. We look forward to working with you in the months and years ahead. On behalf of all members and the OPH team, I welcome you to the Ottawa Board of Health. 

I would also like to express my deepest appreciation to Jo-Anne Poirier and Dr. Atul Kapur for their tremendous work and service as members of the Board of Health over the last 4 years. Thank you for your contribution and dedication to public health and we wish you great success in all your future endeavors.

Next, I was pleased to co-host members of our board, Council, Mayor Watson and Ottawa Public Health’s senior leadership team for a viewing of the Creative Space exhibit at the Ottawa Art Gallery on January 31st. Creative Space is a partnership between The Royal Ottawa Hospital, The Mission and The Ottawa Art Gallery and is supported by key community leaders.

This studio program is designed for youth and adults carrying experiences of mental illness, and aims to foster holistic wellness by providing multidisciplinary creative exploration in an open and supportive environment.  It was my honor to highlight this innovative collaboration to my colleagues. If you have not yet done so, I encourage you to visit the Ottawa Art Gallery to view participants’ work.

Notes for Dr. Vera Etches Verbal Report
Monday, February 4, 2019

Thank you Chair and thank you to the elders for opening this meeting – the first of our full slate of new board members.  Your presence here helps underline the need for our ongoing commitment to Reconciliation.  L’hiver a été très occupé depuis notre dernière réunion du conseil de santé, le 17 décembre 2018.

I would like to add my deepest sympathies to the families affected by the Westboro bus collision.  The Ottawa Public Health team will continue to promote mental health resources through our social media channels.

Une autre intervention renforcée s’est déroulée récemment, en arrière plan...

…a service outage in Blackburn Hamlet left more than 500 residences of the Innes Park community without gas and 70 without water as well. OPH, in collaboration with the Office of Emergency Management and Emergency Social Services mobilized Public Health Inspectors and Public Health Nurses to provide support to those affected. A door to door campaign allowed Public Health Inspectors to deliver drinking water advisory information, while Public Health Nurses supported a warming centre, established at the Bob MacQuarrie Recreation Complex. OPH also used its online and social media presence to provide residents with updated information on City and Enbridge efforts to restore water and gas services to the community, ensuring residents were kept informed of resources available to maintain health and safety during the outage.

  Following the significant support that Monique Stewart provided in backfilling the role I had as Director of the Knowledge Exchange, Planning and Quality service area, we have now permanently filled the role.  Monique Stewart has returned to her position with the federal government with many thanks from the OPH team.  And, we have brought the Associate Medical Officer of Health capacity back to the level it was at before I became the Acting Medical Officer of Health just over a year ago.

Dr. Arnason is a Fellow of the Royal College of Physicians and Surgeons of Canada, specialized in Public Health and Preventive Medicine.  He is joining OPH from Halifax, where he served as the Regional Medical Officer of Health for Halifax from 2016.  In that role, Dr. Arnason demonstrated effectiveness in improving the health care system using a population health lens, such as with work to enhance routine childhood immunization coverage.  Dr. Arnason was placed with OPH as a University of Ottawa resident, during which time he collaborated with other City of Ottawa departments and partners on several health promotion initiatives.  He modelled how much diabetes would be prevented by achieving the active transportation targets in the City’s plans and this work has been accepted for publication.  He is serving as an Associate Medical Officer of Health for OPH part-time, which enables him to maintain a clinical practice.

I am also pleased to announce that Cameron Keyes has joined us, starting today, to support the whole organization in the role of Director, Knowledge Exchange, Planning and Quality (KEPQ).  Cameron brings experience leading strategy and performance for the Children’s Hospital of Eastern Ontario (CHEO), where he built an organization-wide culture of quality improvement using LEAN concepts.  He has led other transformative initiatives, including helping develop ways to provide culturally appropriate care to people from Nunavut in Ottawa.  He previously made a difference with The Ottawa Hospital through application of his health analytics skills.  He is very familiar with the trends in provincial accountability agreements and the need to show value for money invested in health services.

Ottawa Public Health is well positioned to continue to improve the health of our City with the added competencies and experience that Dr. Arnason and Cameron Keyes bring to the team.  Nous sommes privilégiés de les compter parmi nous.

Now Chair, I would like to provide you with an update on Immunization.

Since 2015, OPH has been enhancing its work in immunization surveillance.

In 2015, OPH sent 58,740 first notice letters to parents whose child had incomplete immunization records. This year, OPH sent 25,781 such notices - a decrease of 57%. The number of suspension notices that are then sent has been dropping every year.

To assist parents to update their children’s immunization records, OPH has been working with local schools and parents, specifically parents whose first language is neither English nor French, as well as the schools that have higher suspension orders.  As well, public health nurses are holding extra immunization clinics across the city where nurses provide on-site record assessment and immunization.  Extra catch-up clinics have also been occurring bi-weekly since the beginning of January and the immunization clinic at 100 Constellation Drive is open Monday to Friday to assist parents and students. 

OPH encourages parents who have received a first notice or reminder notice about updating their child’s immunization record to visit the Parenting in Ottawa website for information on how to update their child’s immunization record.

The immunization team is using feedback from parents to make quality improvements on an ongoing basis.  School boards and health care providers’ perspectives are also key for shaping the process for ensuring immunization records for all students are up to date. 

Turning to our provincial context, last week’s release of the first report of the Premier's Council on Improving Health Care and Ending Hallway Medicine has sparked a great deal of public discussion about the future of health care delivery in Ontario.

The focus of public health sector leadership across the province has been to position the sector as a big part of the solution of reducing demand on primary care providers and hospitals.  I have been working with the Association of Local Public Health Agencies (alPHa) and the Council of Medical Officers of Health (COMOH) to consolidate our position and to reach out to our Ottawa MPPs and local members of the Premier’s Council.  As developments occur on this subject, I will keep you informed.

An example of both our response to provincial priorities, and engagement with our clients and stakeholders, is the Ottawa Summit on Mental Health and Substance Abuse - to be held on Thursday of this week.  Working in partnership with The Royal Hospital, we are bringing together participants from across different sectors (including schools, police, primary care, and hospitals for example) to discuss issues such as preventing stigma and problematic substance use; strengthening initiatives that can reduce harms associated with opioid use; and, collaborating and integrating across the system to increase access and uptake of services. The objective of this one-day conference is to leave with a consensus on priorities for concrete, Ottawa-specific, actions that can be implemented immediately.

In conclusion, I would like to add a warm welcome to new Members DeGiovanni and Banham, to say welcome back to members Pinel, Tilley and Leiken, and, to thank Jo-Anne Poirier and Dr. Atul Kapur for the time they dedicated to the Board of Health during their respective terms.
