The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 22 February 2017 beginning at 10:00 a.m.

The Mayor, Jim Watson, presided and led Council in a moment of reflection, followed by the singing of the national anthem.

ANNOUNCEMENTS/CEREMONIAL ACTIVITIES

 

MAYOR’S CITY BUILDER AWARD

 

Mayor Watson presented the Mayor’s City Builder Award to Bob Easy, resident of Rideau-Goulbourn Ward. Mr. Easy has been involved in building and supporting youth and sport for four decades, including establishing hockey leagues in Osgoode, Munster and in Richmond. He was an active coach until the 2015-16 season and, in 2012, when one of his players died tragically during a game due to a heart condition, Mr. Easy supported the boy's family, his team and coaches, and the opposing team, by arranging grief counseling. He also organizes fundraising events to assist local players from less fortunate families.  In 2014, he was presented with the Bill Kitchen Award for strengthening minor hockey in the community.

Mr. Easy has also been an umpire for fastball and in slo-pitch, lending his skills to many community and charitable events including the Munster Co-operative Nursery School's annual ball tournament.

 

CITY OF OTTAWA INNOVATION PILOT PROGRAM RECOGNITION

Mayor Watson recognized the City’s Innovation Pilot Program (IPP). Led by the Economic Development Department, the IPP allows City staff to work with companies to pilot innovative technologies, products or services that can improve either internal business processes or programs/services offered to residents, and help foster a supportive environment in Ottawa for innovative companies that are in the late stages of testing their products or the early stages of commercialization.  The Mayor recognized the following six initiatives, including the entrepreneurs who successfully entered the program and the sponsoring managers within the City of Ottawa:

-       The Public Works and Environmental Services Department is collaborating with Ericsson and Rogers to pilot test their “Connected Water” solution that supports an early detection system for water quality testing.

-       The Ottawa Public Library is collaborating Airbrowz to pilot a mobile platform as part of their marketing efforts for community events taking place at OPL locations.

-       The Public Works and Environmental Services Department is collaborating with MC2 to pilot their activity tracking mobile platform as part of the 2017 Cleaning in the Capital campaign.

-       The Recreation, Cultural and Facility Services Department is collaborating with Playground Planners to pilot their smart playground system that uses a combination of free-to-play mobile games in conjunction with a series of durable augmented reality markers affixed to specific pieces of playground equipment at Donoghue Memorial Park.

-       The Community and Social Services collaborating with SafetyLabs to pilot their Anchor product at the Peter D. Clark Long Term Care Facility.

-       The Emergency and Protective Services Committee, together with the University of Ottawa, is collaborating with APX to pilot their “Building Tactical Information System” and “Plan Ahead” products during emergency exercises.

 

CITY OF OTTAWA 2016 UNITED WAY EMPLOYEE CAMPAIGN ACHIEVEMENT ANNOUNCEMENT

Mayor Watson announced the final achievement of the City of Ottawa 2016 United Way Employee Campaign. As of February 3, 2017 the campaign raised $328,705, directly benefiting the lives of more than 1000 Ottawa residents. The Mayor recognized the leaders and members of the City of Ottawa’s United Way Campaign, as well as all City staff who participated. He was joined in giving thanks by Michael Allen, CEO of United Way Ottawa, who spoke to the impact of the City’s work with United Way in the community, including the Ottawa United for Refugees initiative.

COMMITTEE RECOMMENDATIONS
That Council approve :
1.         the completed 2016 Declarations of Compliance that are required under the 2016-2019 Long-Term Care Home Service Accountability Agreement and the 2014-2017 Multi-Sector Service Accountability Agreement as detailed in this report.
2.         the completed 2016 Certificate of Compliance that is required for the 2016 Addendum to the Personal Support Services Wage Enhancement Directive under the 2014-2017 Multi-Sector Service Accountability Agreement as detailed in this report.

2.         That Council lift the holding symbol from the lands shown in Document 4, in accordance with Document 5.

OFFICIAL PLAN AMENDMENT AND ZONING BY-LAW AMENDMENT – PART OF 255 KANATA AVENUE

That Council:
a)        approve an amendment to the Official Plan, Volume 2b – Site Specific Policies for the Former City of Kanata for part of 255 Kanata Avenue, as detailed in Document 2; and
b)        approve an amendment to the Zoning By-law 2008-250 by adding a site specific exception to the Mixed Use Centre, Subzone 10 zone for part of 255 Kanata Avenue to permit a two storey mixed use building as shown in Document 1, and detailed in Document 3.

COMMITTEE RECOMMENDATIONS
That Council:
1.         Declare a viable parcel of vacant land described as Parts 4 and 5 on Reference Plan 5R-10969, shown hatched as Parcel 2 on Document 1 as surplus to City needs;
2.         Waive the requirement in Section 5 of the City’s Disposal of Real Property Policy requiring notification to the public of the pending sale of a City property; and
3.         Approve the sale of the land outlined in Recommendation 1, subject to any easements that may be required to Nelson House of Ottawa-Carleton for $664,000 pursuant to an Agreement of Purchase and Sale that has been received.

WHEREAS Westfest is a free outdoor music and art festival taking place from June 2-4, 2017 at Laroche Park, 52 Bayview Road; and

WHEREAS the organizer has requested the closure of Stonehurst Avenue from Burnside Avenue to Carruthers Avenue from 10:00 a.m. on Friday, June 2nd to 1:00 a.m. on Monday, June 5th, to allow for artists & businesses to safely load/unload equipment as well as a drop off zone for Para Transpo; and

WHEREAS the City of Ottawa’s Special Events on City Streets By-law (2001-260) prohibits road closures before 6:00 p.m. Monday to Friday;

THEREFORE BE IT RESOLVED that Council approve the road closure for Stonehurst Avenue from Burnside Avenue to Carruthers Avenue from 10:00 a.m. on Friday, June 2nd to 1:00 a.m. on Monday, June 5th for Westfest, providing it meets the requirements, conditions and approval of Special Events Advisory Team (SEAT).

WHEREAS the implementation of exterior bus announcements on all OC Transpo conventional buses was identified as an action item in the City of Ottawa’s 2016-2020 Five-Year Municipal Accessibility Plan, which was approved by City Council on March 23, 2016; and

WHEREAS, as previously approved by Council, exterior bus announcements will provide improved and more equitable service to customers who are unable to see the destination sign of an approaching bus, including those who have vision loss or are blind, as well as to all other customers, including visitors, older adults, new Canadians, those with intellectual and learning disabilities, and those who are unable to read, and will assist these individuals to use transit safety and independently; and

WHEREAS the implementation of exterior bus announcements consists of  an  9- to 13-second audible pre-boarding announcement, broadcast externally  from the vehicle,  in both official languages of the route and destination when the front doors open at each bus stop; and

WHEREAS the volume of the exterior bus announcements will be set only approximately 5 to 9 decibels above the ambient noise levels at the stop, during the day, and will be lowered to about 3 to 5 decibels above ambient from 9 p.m. to 7 a.m., during the evening and early morning; and 

WHEREAS the implementation of exterior bus announcements is consistent with City Council’s strategic priorities of Healthy & Caring Communities and Service Excellence, and with the standards and principles inherent in the Accessibility for Ontarians with Disabilities Act, the City of Ottawa’s Accessibility Policy and the City of Ottawa’s Equity and Inclusion Lens;

WHEREAS the Noise By-law (2004-253, as amended) specifically prohibits the use of a noise amplification system on a highway, and furthermore does not specifically allow or exempt the repeated broadcast of a message such as that provided to customers in the external bus announcement system approved by Council, thereby requiring an amendment  to fully exempt the operation of the exterior bus announcement system;

THEREFORE BE IT RESOLVED THAT that Section 21 of the Noise By-law (By-law No. 2004-253), as amended, be amended to exempt from the Noise By-law the operation of exterior announcements on buses or other authorized vehicles under the jurisdiction and control of OC Transpo, where the announcements notify users of the route and destination, or any other information, in both official languages.

WHEREAS in 1910 women delegates from around the world met in Copenhagen to propose that Women’s Day become an international event to promote equal rights for women; and

WHEREAS the first International Women’s Day was held in 1911; and

WHEREAS in 1977, the United Nations officially called for all countries to mark a day for the recognition of women's economic, political and social achievements; and

WHEREAS every year thousands of events are held around the world to inspire, celebrate and honour women; and

WHEREAS in 2017 Canada celebrates its 150th Anniversary, which is an opportunity to proudly recognize the outstanding leadership and contributions of women on a local, provincial, national and international scale;

THEREFORE BE IT RESOLVED THAT Ottawa City Council declare March 8, 2017, to be International Women’s Day in the City of Ottawa.

WHEREAS The Orleans Craft Beer Festival is an outdoor festival promoting local breweries, food vendors and musicians; and

WHEREAS the Orleans Craft Beer Festival is to occur on Friday June 9, 2017 through Sunday June 11, 2017; and

WHEREAS Centrum Boulevard, from Brisebois Crescent to Prestone Drive is required to be closed to accommodate the festival and on-street festival set-up; and

WHEREAS the on-street festival set-up will commence at 11:00am on Friday June 9, 2017 and the festival will begin operation at 1:00pm on Friday June 9, 2017; and

WHEREAS the City of Ottawa’s Special Events on City Streets By-law (2001-260, as amended), Policy Annex D “Approval Criteria for Other Events Requiring Road Closures” approved by Council on July 11, 2001, prohibits road closures before 6:00 p.m. Monday to Friday; and

WHEREAS Subsection 3(2) of Ontario Regulation 389/91, as amended under the Liquor Licence Act, provides that prescribed special occasions for the purposes of Special Occasion Permits (SOPs), include a public event designated by a municipal council as an event of municipal significance; and

WHEREAS Council at its meeting of November 23, 2016, approved the definition of event of municipal significance as being a single or recurring special event, occurring on City or private property, which has a high economic and business benefit to the residents and communities of Ottawa and/or the National Capital Region that attracts local, national and international visitors and participants, as well as a wide range of media coverage;

THEREFORE BE IT RESOLVED that Council approve the road closure for Centrum Boulevard from Brisebois Crescent to Prestone Drive from 11:00 a.m. on Friday, June 9 to 11:00 p.m. on Sunday, June 11 for the Orleans Craft Beer Festival, providing it meets the requirements, conditions and approval of Special Events Advisory Team (SEAT); and

BE IT FURTHER RESOLVED THAT Council declare the Orleans Craft Beer Festival an event of municipal significance for the purpose of the Special Occasion Permit submitted by the event organizer pursuant to Ontario Regulation 389/91 as amended.
