The Ottawa Board of Health met in the Champlain Room, 110 Laurier Avenue West, Ottawa, on Monday, 17 December 2018 beginning at 5:00 PM.

The City Clerk and Solicitor, M. Rick O’Connor, presided over the beginning of the meeting, up to and including the election of an Interim Chair.

Councillor Keith Egli, Interim Chair, presided over the balance of the meeting.


 

ANNOUNCEMENTS/CEREMONIAL ACTIVITIES

Councillors Cloutier, Egli, El-Chantiry, Gower, Kavanagh and Menard read their Declarations of Office and were sworn in as new Board members.

BE IT RESOLVED THAT the reports titled: Election of an Interim Chair and Interim Vice-Chair; State of Ottawa’s Health 2018: An Update; and Accreditation 2020, be received and considered.

ELECTION OF AN INTERIM CHAIR AND INTERIM VICE-CHAIR

Mr. M. Rick O’Connor, City Clerk and Solicitor, presided over the election of the Interim Chair. Prior to calling for nominations, he explained that, in accordance with section 57 subsection 2 of the Health Protection and Promotion Act, he would request nominations for the position of Interim Chair, to be confirmed at the Board’s first meeting in 2019. He further explained that the Board would be asked to appoint a Chair and Vice-Chair for the full term at the first meeting following the appointment of new citizen Members to the Board.

 

That the Board of Health for the City of Ottawa Health Unit elect an Interim Chair and an Interim Vice-Chair, to be confirmed at the first meeting of 2019 as required by the Health Protection and Promotion Act.

That Member Egli be nominated for the position of Interim Chair for the Board of Health for the City of Ottawa Health Unit, to be confirmed at the first meeting of the Board of Health in 2019 pursuant to Section 57, subsection 2 of the Health Protection and Promotion Act.

 

CARRIED

 

Councillor Egli accepted the nomination.

Mr. O’Connor then called for any additional nominations.  There being none, the following motions were considered:

That nominations for the position of Interim Chair be closed.

Moved by Member Poirier

That Member Egli be appointed as Interim Chair for the Board of Health for the City of Ottawa Health Unit, to be confirmed at the first meeting of the Board of Health in 2019 pursuant to Section 57, subsection 2 of the Health Protection and Promotion Act.

 

CARRIED

 

Interim Chair Egli assumed the chair and presided over the balance of the meeting. He invited nominations for the position of Interim Vice-Chair.

That Member Poirier be nomination for the position of Interim Vice-Chair for the Board of Health for the City of Ottawa Health Unit, to be confirmed at the first meeting of the Board of Health in 2019 pursuant to Section 57, subsection 2 of the Health Protection and Promotion Act.

Member Poirier accepted the nomination.

Interim Chair Egli then called for any additional nominations.  There being none, the following motions were considered:

STATE OF OTTAWA’S HEALTH 2018: AN UPDATE

That the Board of Health for the City of Ottawa Health Unit receive this report for information.

 

RECEIVED

 

Dr. Vera Etches, Medical Officer of Health, Amira Ali, Senior Epidemiologist, and Dara Spatz Friedman, Epidemiologist, spoke to a PowerPoint presentation, which served to provide the Board with an overview of the report. A copy of their presentation is held on file with the Board of Health Secretary.

After the presentation, Dr. Etches, Ms. Ali and Ms. Spatz Friedman responded to questions from Board Members. This discussion lasted approximately 40 minutes. Following these exchanges, the Board received the report.
