3.

2017 DRAFT OPERATING BUDGET FOR THE OTTAWA BOARD OF HEALTH

That, at its meeting of November 3, 2016, the Board of Health for the City of Ottawa Health Unit:

1.    Receive and table the 2017 Draft Operating Budget for the Ottawa Board of Health; and

2.    Direct staff to forward the 2017 Draft Operating Budget for the Ottawa Board of Health to Ottawa City Council on November 9 2016, as part of the City Council’s tabling of the City of Ottawa 2017 Draft Operating and Capital budget; and

That, at its meeting of December 5, 2016, the Board of Health for the City of Ottawa Health Unit:

3.    Approve the 2017 Draft Operating Budget for the Ottawa Board of Health;

4.    Upon the Board of Health’s approval of the 2017 Draft Operating Budget for the Ottawa Board of Health, direct staff to forward the report to Ottawa City Council, for consideration on December 14, 2016 as part of the City Council’s approval of the City of Ottawa 2017 Draft Operating and Capital budget; and

5.    Upon approval of the 2017 Draft Operating Budget for the Ottawa Board of Health by the Board of Health and Ottawa City Council, direct staff to forward the approved 2017 Operating Budget for the Ottawa Board of Health to the Ministry of Health and Long-Term Care (MOHLTC) for consideration as part of the Program-Based Grant application. To be tabled at the meeting on November 3, 2016

SESQUICENTENNIAL CELEBRATIONS – OTTAWA PUBLIC HEALTH IMPLICATIONS

That the Board of Health for the City of Ottawa Health Unit:

1.    Receive for information this report, which provides an overview of additional pressures and potential implications related to the sesquicentennial celebrations planned for 2017; and

2.    Direct staff to explore alternative funding opportunities to offset added operational costs due to the sesquicentennial celebrations planned for 2017 and report back to the Board as appropriate.

 

5.

REGULATING PERSONAL SERVICES SETTINGS

That the Board of Health for the City of Ottawa Health Unit:

1.    Receive the results of the 2015 public consultation survey with respect to Personal Services Settings, as outlined at Document 1; and

2.    Recommend that Council direct relevant City Departments work with Ottawa Public Health staff to bring forward a by-law to register and regulate Personal Services Settings, for consideration by the appropriate Standing Committee and Council.

TOWARDS A CULTURE OF ALCOHOL MODERATION

That the Board of Health for the City of Ottawa Health Unit:

1.    Receive for information the Status of Alcohol in Ottawa: Let’s Continue the Conversation report, attached at Document 1; and

2.    Approve a community engagement approach for the strategic initiative Towards a Culture of Alcohol Moderation, as outlined in this report.

 

7.

HEALTH INEQUITIES IN OTTAWA: IMPLICATIONS FOR ACTION BY OTTAWA PUBLIC HEALTH

That the Board of Health for the City of Ottawa Health Unit:

1.    Receive for information the technical report titled “Health Equity and Social Determinants of Health in Ottawa”, at Document 1;

2.    Approve the National Collaborating Centre for Determinants of Health’s framework for Public Health Roles to Improve Health Equity as Ottawa Public Health’s guide to action on health equity, as described in this report; and

3.    Approve that Ottawa Public Health enhance the assessment and reporting of health inequities in Ottawa, as described in this report.

2017 OTTAWA BOARD OF HEALTH MEETING SCHEDULE

That the Board of Health for the City of Ottawa Health Unit approve the 2017 meeting schedule, as outlined in this report.
