SWEARING-IN OF NEW BOARD MEMBER – S. VALIQUET

 

Mr. Rick O’Connor, City Clerk & Solicitor, introduced himself and invited Ms. S. Valiquet to join him at the podium to be sworn in as a new member of the Ottawa Police Services Board.  Assisted by Mr. O’Connor, Ms. Valiquet took her Oath of Office in both official languages.

 

The Chair thanked Mr. O’Connor and welcomed Member Valiquet to the Board.

PUBLIC DELEGATIONS

 

a.         Mr. Bernard Nunan – Unintended Consequences

 

 

Mr. Nunan made a presentation to the Board entitled “Unintended Consequences”, as a result of his previous interactions with police.  The purpose of the presentation was threefold (a copy of the presentation is on file with the Board’s Executive Director):

 

·      to give feedback from a client’s perspective;

·      take a look behind the statistics to flag serious unintended consequences; and

·      to salute the efforts of the mental health front and close a loophole.  

 

In conclusion, Mr. Nunan felt that a frank and honest exchange between police and members of the general public could help achieve an Ottawa where all children and youth have the best opportunity to succeed and reach their full potential.  He said he wanted to work with the Police to change the approach in the way police officers deal with families such as his.

 

Chair El-Chantiry explained that the Board cannot become involved in specific cases involving the police, and noted that Inspector Rheaume had met with him and Mr. Nunan should follow up with the Inspector.  He thanked him for his presentation.

3.         APPOINTMENT OF SPECIAL CONSTABLES – OC TRANSPO

Chief’s report

 

 

That the Ottawa Police Services Board approve the appointments of Evan Bates, Daniel Gauthier and Sarah Jane Pepper as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

4.         PURCHASE OF CONDUCTED ENERGY WEAPONS

Chief’s report

 

 

Chair El-Chantiry explained that the Provincial Government has chosen this company as the sole authorized distributor of the provincially approved CEW.  He also pointed out that the funds for this purchase have already been allocated in the 2015 budget.

 

That the Ottawa Police Services Board approve:

 

1)      The sole source purchase of 100 Conducted Energy Weapons (CEW) X2 model from M. D. Charlton Co. Ltd at a cost of $195,938. 

 

2)      M. D. Charlton Co. Ltd as the supplier for future purchases, as it is the sole authorized distributor of the provincially approved Taser Brand CEW products.

5.         RENEWAL OF MICROSOFT ENTERPRISE AGREEMENT LICENSING

Chief’s report

 

 

That the Ottawa Police Services Board approve the renewal of a Microsoft Enterprise Agreement through Compugen Inc. for a three year term from 01 April 2015 to 31 March 2018 at an approximate annual cost of $336,934.00, excluding taxes.

6.         2015 SPECIAL OLYMPICS PROVINCIAL FLOOR HOCKEY CHAMPIONSHIPS

Executive Director’s report

 

 

Chair El-Chantiry thanked Chief Bordeleau, Co-Chair, for all the work that is being done to ensure the success of this event.

 

That the Ottawa Police Services Board approve a contribution of $500 to the Adopt an Athlete program in support of the 2015 Special Olympics Provincial Floor Hockey Championships being co-hosted by the Ottawa

 

Police Service on May 7-9, 2015.

7.         ONTARIO ASSOCIATION OF POLICE SERVICES BOARDS’ ANNUAL CONFERENCE

Executive Director’s report

 

 

That the Ottawa Police Services Board:

1.       Approve the attendance of E. El-Chantiry, W. Fedec, T. Tierney and S. Valiquet at the Annual Conference of the Ontario Association of Police Services Boards, to be held May 27–30, 2015 in Toronto, Ontario.

2.       Endorse Chair Eli El-Chantiry in standing for nomination for appointment to the Board of Directors of the Ontario Association of Police Services Boards, as a representative of the “Big 12” group of police services boards.
