Recorded votes and dissents contained in the Summary Minutes are draft until the full Minutes of the meeting are confirmed by the Committee. The draft of the full Minutes (for confirmation) will be published with the agenda for the next regular Committee meeting and, once confirmed, will replace this document.

    BE IT RESOLVED THAT the Built Heritage Committee allow discussion of this item for consideration by the committee at today’s meeting, pursuant to subsection 89(4) of the Procedure By-law (being by-law no. 2022-410).

  • Motion No. BHC2024-19-02

    WHEREAS an inquiry regarding Public Notice for Applications under the Ontario Heritage Act was submitted to Built Heritage Committee on October 8, 2024;

    AND WHEREAS through the response to this inquiry staff have identified several mechanisms to increase awareness in the community of heritage permit applications subject to City Council approval;

    THEREFORE BE IT RESOLVED that staff be directed to implement the approaches identified in the inquiry response including:

    1. Increasing the circulation radius for Council-level Heritage permit applications from 30 m to 60 m beginning in 2025.
    2. Develop a procedure for posting of temporary notification signs on properties subject to a Council-level Heritage Permit application beginning in 2025.

    THEREFORE BE IT FURTHER RESOLVED that staff be directed to recover the cost of these additional notification measures through a $200 increase to all Council-level Ontario Heritage Act application fees, to be implemented through the 2025 Operating Budget effective January 1, 2025;

    AND BE IT FURTHER RESOLVED that in order to further increase transparency and awareness of heritage applications, that staff be directed to explore the development of an electronic mailing list that residents in Heritage Conservation Districts can sign up for on the City’s website to be notified of upcoming Council-level permit applications under the Ontario Heritage Act.

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on December 17, 2024.

    That the Built Heritage Committee recommend that Council:

    1. Approve the application for alteration at 310 St. Patrick Street according to plans by Barry Padolsky Associates Inc dated September 15, 2024.
    2. Delegate authority for minor design changes to the Program Manager, Heritage Planning Branch, Planning, Development and Building Services.
    3. Approve the issuance of the heritage permit with a two-year expiry date from the issuance unless otherwise extended by Council.
    4. Direct staff to bring forward a report according to Section 34.3 of the Ontario Heritage Act once the removal is complete.

    THEREFORE BE IT RESOLVED THAT the Built Heritage Committee approve the addition of “Document 4 – Adaptive Reuse Proposal” to the report.

    WHEREAS the report for this item titled “Designation of 1121 Wellington Street West under Part IV of Ontario Heritage Act” was published on November 6, 2024, after the publication of the agenda on October 31, 2024;

    BE IT RESOLVED THAT the Built Heritage Committee approve the addition of the report for consideration at today’s meeting, pursuant to subsection 89(3) of the Procedure By-law (being by-law no. 2022-410).

    WHEREAS the property owner has requested additional time to discuss the proposed designation with staff in order to understand the process and potential implications of designation

    THEREFORE BE IT RESOLVED that Built Heritage committee approve the following:

    • Defer report ACS2024-PDB-RHU-0071 for further consideration and return to Built Heritage Committee at the first BHC Committee of 2025; and
    • Permit staff to include, if necessary, a revised staff report and/or supporting documentation for inclusion in the distribution of the meeting agenda with appropriate notice being provided.
