The Committee received a slide presentation from the applicant team as represented by John Stewart (Commonwealth), Laura Clark (Hobin Architecture) and Patrick Bisson (Hobin Architecture) with an update on the design plans for the proposed landmark building. A copy of the slide presentation is filed with the Office of the City Clerk.

Anne Fitzpatrick, Planner III, Heritage Planning Branch, was available to answer questions from the Committee.

Following questions to the applicants and to staff, the Committee received this presentation for information.

Lesley Collins, Program Manager, Heritage Planning Branch, presented an overview of the report recommendation and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

Following discussion on this item, the Committee carried the report recommendation as presented.

  • Report recommendation

    That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate the Iona Mansions, 1123-1131 Wellington Street West under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.

Anne Fitzpatrick, Planner III, Heritage Planning Branch, presented an overview of the report recommendations and answered questions from the Committee. A copy of the slide presentation is filed with the Office of the City Clerk. The following staff were also available to answer questions from the Committee:

David Jeanes spoke before the Committee in support of designation.

Following discussion on this item, the Committee carried the report recommendations as amended by motion no. BHC 2023-04-01.

  • Report recommendations

    That the Built Heritage Committee recommend that Council:

    1. Receive the Heritage Evaluation and Analysis Report attached as Document 5 for information
    2. Direct Heritage and Infrastructure & Water Services Staff to ensure that the Municipal Class Environmental Assessment includes:
      • Identification and consideration of the Cultural Heritage Value of the Canadian Pacific Railway Bridge, as identified in Document 5
      • An evaluation of all renewal options, including a rehabilitation option that would include the retention of the bridge
    3. Direct Staff to report back to Built Heritage Committee on the findings of the Municipal Class Environmental Assessment and provide a recommendation regarding designation under Part IV of the Ontario Heritage Act

    WHEREAS the Heritage Analysis and Evaluation Report, attached as Document 5 finds that the former CPR Bridge meets the requirements of Ontario Regulation 09/06 for designation under Part IV of the Ontario Heritage Act;

    WHEREAS the Heritage Analysis and Evaluation Report finds that the bridge is one of the last remnants of historical rail infrastructure leading to the core of the city;

    WHEREAS Report ACS2023- PRE-RHU-0015 recommends against designation of the former CPR Bridge under the Ontario Heritage Act until other considerations are assessed through a Municipal Class Environmental Assessment;

    WHEREAS the City of Ottawa has designated properties under the Ontario Heritage Act where private sector, institutional and public owners have objected citing valid other considerations; 
    WHEREAS the City of Ottawa as owner of the former CPR bridge should not be perceived as exercising a “double standard” by making the designation subject to other considerations.

    THEREFORE BE IT RESOLVED that Recommendation 3 of the report be removed and replaced with the following:

    • 3. Issue a Notice of Intention to Designate the former Canadian Pacific Railway Bridge under Part IV of the Ontario Heritage Act; and

    BE IT FURTHER RESOLVED that staff be directed to prepare a Statement of Cultural Heritage Value based on the Heritage Evaluation and Survey Form attached as Document 5, for consideration by Council.
