    1. Receive, for information, the on-street rate changes due to inflationary increases and the implementation of a demand-based pricing model;
    2. Receive, for information, the Implementation Plan for current rate changes and the demand-based parking model in supporting Document 2

    That Transportation Committee Recommend Council:

    1. Approve the introduction of paid on-street parking in Westboro and Wellington West as outlined in this report.
    2. Receive, for information, the Kitchissippi Parking Study Update as attached as Document 1 and the recommendations unrelated to the implementation of paid parking as contained in this report.

    WHEREAS the recommendation of Kitchissippi Parking Study Update report ACS2024-PWD-RPS-0003 includes the implementation of paid on-street parking, including along 
    the main street corridor on Somerset Street West, Wellington Street West and much of Richmond Road in Kitchissippi ward; and
    WHEREAS the recommended implementation is in alignment with the Rate Setting 
    Guidelines within the Municipal Parking Management Strategy approved by Council; and,
    WHEREAS the businesses located on these streets have become reliant on the 
    availability of street parking in proximity to their location for staff and owner parking; and
    WHEREAS concerns have been raised by businesses related to accommodating parking for employees when paid parking is implemented which coincides with a requirement to find alternatives to private vehicle parking, including using alternate 
    modes of transportation; and,
    WHEREAS Westboro is not yet served by light rail, and will not be served by light rail until at least the end of 2026;
    THEREFORE BE IT RESOLVED that the commencement of paid street parking in the areas recommended in this report not begin until the Stage 2 extension of light rail enters revenue service.

    1. Affirm the allocation funding method and updated parameters for the Parking Initiatives Grant Program amounts as outlined in this report

    That the Transportation Committee recommend to Council that all sections of Abbott Street East, Cope Drive, Rouncey Road, and Cranesbill Road, located between Terry Fox Drive and Robert Grant Avenue and with a posted speed limit of 50km/h, be reduced to 40km/h.
