Caroline Fifield, Policy & Program Support Consultant, Operational Support Unit, Community & Social Services Department, provided a slide presentation and answered questions from committee.

Members informed staff that the information provided is very valuable and they will share it with social groups.  Staff clarified the differences between the social support programs that are available.  Staff will follow up with Committee members to acquire more feedback.

After discussion, the Committee RECEIVED this item for information.

A copy of the slide presentation is filed with the Office of the City Clerk.

Kunjan Ghimire Program Manager, Neighbourhood Traffic Calming, Planning, Development & Building Department was present to provide answers to Committee members.  Staff invited Issac Ransom from Neuron and Austin Spademan from Bird, to speak to the Committee and answer questions.

The following member of the public spoke before the Committee and provided comments on the motion:

Committee members discussed the issues of compliance, safety, geofencing issues and the data not reflecting the experiences of vulnerable people.  Staff reported that they are working with By-law Department and Ottawa Police Service to provide reinforcement of rules.  Staff also committed to summarize to summarize the 311 inquiries on eScooters.

After discussion, Committee members voted. The final vote was 4-3 (including an Abstention)

    Motion

    BE IT RESOLVED that the Accessibility Advisory Committee (AAC) rescind Motion No. AAC 2023-01-01; and
    BE IT FURTHER RESOLVED that:

    1. the AAC express to City staff and City Council that they no longer uphold their support for the continuation of the e-scooter pilot, and further express their very serious concern over the safety issues posed by e-scooters, both shared and privately-owned, to persons with disabilities, elderly and all vulnerable pedestrians;
    2. The AAC advise City staff to make it easier to report non-compliance and actively encourage all people who witness improperly parked e-scooters or e-scooters riding along the sidewalks to report this to the city;
    3. The AAC advise City Council to be prepared to stop the pilot if e-scooter riders continue to demonstrate that they are not operating the e-scooters in accordance with the rules and continue to pose a serious safety risk.
