The Panel met in the Chamber, Ben Franklin Place, 101 Centrepointe Drive, Ottawa, on Tuesday, March 17, 2026, beginning at 1:00 p.m. The Panel Chair, Fabian Poulin, presided over the hearings in person with some of the Members attending in person and the remaining Members participating remotely by videoconference.

The Panel Chair provided introductory remarks concerning hearing procedures.
