Recorded votes and dissents contained in the Summary Minutes are draft until the full Minutes of the meeting are confirmed by the Committee. The draft of the full Minutes (for confirmation) will be published with the agenda for the next regular Committee meeting and, once confirmed, will replace this document.

The Chair read the following statement at the outset of the meeting pursuant to the Planning Act:

This is a public meeting to consider the proposed Comprehensive Official Plan and Zoning By-law Amendments listed as Item(s) 6.1 on today’s Agenda.

For the item just mentioned, only those who make oral submissions today or written submissions before the amendments are adopted may appeal the matter to the Ontario Land Tribunal. In addition, the applicant may appeal the matter to the Ontario Land Tribunal if Council does not adopt an amendment within 90 days of receipt of the application for a Zoning By-law Amendment and 120 days for an Official Plan Amendment.

To submit written comments on these amendments, prior to their consideration by City Council on Wednesday, April 3, 2024, please email or call the Committee or Council Coordinator.

Improving Road Safety in Rural Areas

Cathy Kourouma, Program Manager, Road Safety and Theresa Gordon, Officer, Safer Roads Ottawa, Public Works Development (PWD) provided an overview and responded to questions.  A copy of the presentation is held on file with the Office of the City Clerk.

Following questions, the Committee received the presentation.

  BE IT RESOLVED THAT the Agriculture and Rural Affairs Committee waive the Rules of Procedure (subsection 83(4)(a)) to receive the presentation from Public Works regarding improving road safety in rural areas at today’s meeting and dispense with the requirement to provide a separate written report on this presentation.

Planning, Real Estate and Economic Development Department

6.1

Development Review Legacy File Official Plan Amendments

Michael Boughton, Planner III, Planning, Real Estate and Economic Development Department (PRED), was present and responded to questions.

Eric Bays, Stantec and Miguel Tremblay were present in support of the recommendations.
Denise Frigon posed questions related to process, if the application for 481 Tullamore Street was approved, if it can be further amended as it relates to heigh, set backs and road designation.  As well, if approved, how many years is the developer permitted to submit their development applications.

Brian Micallef spoke to the application for 270 Lamarche Avenue and questioned why this property would be considered for a zoning by-law amendment, when there is more appropriate properties on Innes that could accommodate the requirements.
Following discussion and questions of staff, the Committee carried the report recommendations as presented.

• Report recommendation(s)

  1. That Agriculture and Rural Affairs Committee recommend Council approve an amendment to the Official Plan, Volume 2C, for 481 Tullamore Street, to permit a minimum lot size of 0.3 hectares within a rural residential subdivision, as detailed in Document 8.
  2. That Agriculture and Rural Affairs Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of April 3, 2024 subject to submissions received between the publication of this report and the time of Council’s decision.

Councillor G. Darouze

As part of the Traffic Services presentation to the Agriculture and Rural Affairs Committee on March 7th, 2024, statistics were provided which indicate that there are a total of 19 warranted rural traffic signals currently identified, and that six traffic control signals are currently funded. Could staff please provide an answer to the following :

1. What are the locations of each of the warranted rural traffic signals (which intersections)?
2. How long have warranted unfunded rural traffic signals been in the queue?
3. Approximately how much funding is required to fulfill all of the warranted, yet unfunded rural traffic signals, and how long would this take based on current annual contributions?
