The draft budget was tabled at the Council meeting of November 8, 2023. The Transportation Committee report on the draft budget will be considered by Council at its meeting of December 6, 2023.

With the dissent of Vice-Chair Kitts and Councillor Luloff on Motion TRC 2023-09-02 Recommendation 4.

At the outset of the meeting, members carried Motion TRC 2023-09-01 (below) to add the budget documents to the agenda.

The following staff presented an overview of the draft 2024 budget and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

The Committee received a written submission from Danika Brisson, President, Overbrook Community Association, dated November 15, and a copy is filed with the Office of the City Clerk.

After discussion, the Committee considered Motion No. TRC 2023-09-02, as follows:

    That the Transportation Committee consider the relevant portions of the 2024 Operating and Capital Budgets and make recommendations to Council sitting in Committee of the Whole to be held December 6, 2023.

Laureen DiNardo, Coordinator, Public Realm Permits & Agreements, Planning, Real Estate and Economic Development Department (PRED) and Mark Young, Program Manager, Public Realm & Urban Design, (PRED) presented an overview and answered questions from Committee members. A copy of the slide presentation is on file with the Office of the City Clerk.


Eric Lalande, Planner at the Rideau Valley Conservation Authority (RVCA) also answered questions from Committee members.


A written submission dated November 15, was received by Committee from Jim and Lynda Lennox.  A copy is on file with the Office of the City Clerk.

    1. The installation of a protected left turn phase (advance left-turn arrow) at the intersection of Innes Road and Viseneau Drive, for vehicles travelling east along Innes Road and turning north onto Viseneau Drive and;
    2. Approve that the 2023 Ward 2 Temporary Traffic Calming Budget be used to fund the associated costs.

  • WHEREAS for the Barrhaven Civic Complex implementation, the City of Ottawa is receiving $27.87 million from the Government of Canada and Province of Ontario through the Investing in Canada Infrastructure Program, Community, Culture and Recreation Stream (ICIP-CCR), which has a deadline for completion by March 31, 2027;

    WHEREAS City staff are preparing to enter negotiations to acquire property for the Civic Complex, and as part of the bundled land package, property is also being sought for the future Barrhaven LRT corridor in the vicinity of the Civic Complex, a 250-space Park-and-Ride Lot (Barrhaven Centre), and a bus turnaround junction with the future LRT near Chapman Mills Drive;

    WHEREAS the property negotiations for the Park-and-Ride Lot will pose challenges which can compromise the City’s ability to meet the grant funding timelines of 2027 to build the Civic Complex;

    WHEREAS the existing park-and-ride lots at Strandherd, Fallowfield and Nepean Woods have a combined 2,400 spaces which should be adequate to serve Barrhaven residents until the future Southwest Transitway Extension is in service; and

    WHEREAS the Council-approved Southwest Transitway Extension (Cambrian Road to Barnsdale Road), includes a future park-and-ride lot at Kilbirnie Drive, with nearly 400 spaces, to serve residents in Barrhaven South and beyond;

    THEREFORE BE IT RESOLVED that staff are directed to remove the Barrhaven Centre Park-and-Ride Lot from city plans and cease negotiations for its land requirements; and

    BE IT FURTHER RESOLVED that property negotiations continue for the remaining elements of the bundled land package.
