The deadline to register to speak by phone or email, or submit written comments or visual presentations is 2 pm on the day of the meeting. Note that Committee Members have expressed interest in receiving written submissions as early as possible, and at least 48 hours in advance of the meeting to allow time to review prior to the meeting.


City Hall is closed after 5 pm. Members of the public who wish to join the meeting in person after this time are asked to use the intercom at either of the main entrances of the main City Hall building (Laurier Avenue West or Lisgar Street entrances) to request access.

    That the Community Safety and Well-Being Advisory Committee elect a Chair and Vice-Chair.

    Eric Pelot, Committee Coordinator (Office of the City Clerk) provided an overview of the election procedures.

    Following brief discussion, the Committee considered Motion No. CSWBAC 2025-07-01 as follows:

    WHEREAS Member Claire Kendall has been nominated for the position of Chair, and Member Marc Bertrand has been nominated for the position of Vice-Chair, and both nominees have accepted their nominations;

    WHEREAS nominations have closed with no further nominations;

    THEREFORE BE IT RESOLVED THAT Member Claire Kendall is acclaimed to the position of Chair, and Member Marc Bertrand is acclaimed to the position of Vice-Chair, for the remainder of the term.

Sarah Taylor, Director, Community Safety, Well-Being, Policy, and Analytics, and Sarah Mullen, Program Manager, Social Development, presented an overview of the item and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

The following members of the public spoke before Committee and provided comments on the item:

Committee discussion on this item included the following topics:

  • Mixed public perceptions around public safety and how they are shaped by enforcement and other factors
  • Making the “safety” priority more visible in the Plan to link to public concerns regarding public safety
  • Prioritizing youth and specifically Black youth, including collaboration with community organizations, and engagement sessions co-designed by youth
  • Importance of survey methodology and inclusivity, in particular engaging with persons with lived / living experience that are less involved with City consultations, and including data from other sources (such as Statistics Canada)
  • The role of the Integrated Neighbourhood Services team, within the Community and Social Services Department, which bridges service gaps and supports community-based initiatives
  • The link between engagement, feeling safe and neighborhood cleanliness
  • Integration of housing with supports and simplifying support services navigation
  • Leveraging and scaling culturally sensitive resources already offered by the community
  • The unintended impacts on city projects on safety (such as blocking street lighting)
  • Priorities related to seniors
  • Strengthening the “collective impact” approach that had underpinned initial CSWBP planning, including shared accountability indicators and shared governance approaches
  • Concept of “Belonging” as an antidote to collective resistance

Committee suggested the following ACTIONS:

  • That staff provide a one-page, evidence-based summary on the topic of policing in schools
  • That staff consider experiential training such as the Alliance to End Homelessness Ottawa’s Empathy Project for Committee Members around navigating social services, similar to the training provided to Councillors

Following discussions, the Committee considered the item recommendation as follows:

Boun Inthavong, Program Manager, Housing Data, Research and Analytics, Justine Joseph, Program Coordinator, Collaborative Planning and Projects, and Liam McGuire, Data Analyst, presented an overview of the item and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

Kale Brown, Director, Housing and Homelessness Services, also answered questions.

Committee discussion on this item included the following topic:

  • How projection modeling will result in recommendations through the 10-year Housing and Homelessness Plan, and staff’s intent to consult the Committee on that Plan

Committee suggested the following ACTION:

  • That staff consider flagging on the dashboard whether changes in the indicators are significant or not

Committee discussion on this item included the following topics:

  • Leveraging existing Working Tables without creating additional Tables or bureaucracy
  • How to make housing accessible for those experiencing gender-based violence, for example, who may have a home but not be able to access it
  • Proximity of housing to jobs and multi-modal transportation
