The Chair read the following statement at the outset of the meeting pursuant to the Planning Act:

This is a public meeting to consider the proposed Comprehensive Official Plan and Zoning By-law Amendments listed as Item(s) 4.2 and 4.4 - 4.8 on today’s Agenda.

For the item just mentioned, only those who make oral submissions today or written submissions before the amendments are adopted may appeal the matter to the Ontario Land Tribunal. In addition, the applicant may appeal the matter to the Ontario Land Tribunal if Council does not adopt an amendment within 90 days of receipt of the application for a Zoning By-law Amendment and 120 days for an Official Plan Amendment.

    1. Approve the application to alter 233 Argyle Avenue according to plans prepared by Woodman Architect and Associates Limited, dated October 18, 2022, conditional upon:
      1. The applicant providing final details of conservation and restoration work to be undertaken at 233 Argyle Avenue for approval by Heritage Staff prior to the issuance of a building permit
    2. Approve the application to alter 330 McLeod Street according to plans prepared by Woodman Architect and Associates Limited, dated December 15, 2022;
    3. Delegate the authority for minor design changes to the General Manager, Planning, Real Estate and Economic Development Department;
    4. Approve the issuance of the heritage permits for each application with a two-year expiry date from the date of issuance unless otherwise extended by Council.

ACS2023-PRE-PS-0073 - Barrhaven West (3)

The Applicants, as represented Paul Black, Fotenn and Carl Furney, Minto were present in support, and available to answer questions. The Applicants advised that they did not need to address the Committee if the item carried.

    1. That Planning and Housing Committee recommend Council approve an amendment to Zoning By-law 2008-250 for part of 3265 Jockvale Road, as shown in Document 1, to permit a planned unit development comprised of 604 stacked dwelling units, as detailed in Document 2.
    2. John Bernier, Planner II, Planning, Real Estate and Economic Development (PRED), presented an overview of the report recommendations and answered questions from the Committee.  Andrew McCreight, Manager Development Review – Central was also present and responded to questions.  A copy of the slide presentation is filed with the Office of the City Clerk.

The Applicant/Owner as represented by Patricia Warren and Lisa Dalla Rosa, Fotenn, provided an overview of the Application and responded to questions from Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

The Committee heard from the following delegations:

  • Adriana Beaman expressed concerns with no parking available for future residents, the development being a poor fit within the city’s existing plans and the inappropriate design of the addition and categorization of the fifth floor amenity space.  
  • Ron Rose, Old Ottawa East Community Association, although pleased with the development offering semi affordable housing, repurposing a building in the community and providing a mid-block connection, there are significant concerns with the density of the development, residential parking and the location of the amenity space.
  • James McPhee noted it is somewhat unrealistic to develop a building offering no parking spaces to tenants when residents will have cars which will add to the current traffic and on street parking issues in the area.

    1. That Planning and Housing Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 15 and 17 des Oblats Avenue as shown in Document 1, to permit the adaptive re-use of a former convent building into a residential use building, with a four-storey addition on the northwest side of the property, as detailed in Document 2.
    2. That Planning and Housing Committee recommend Council approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of June 28, 2023, subject to submissions received between the publication of this report and the time of Council’s decision.

Andrew McCreight, Manager Development Review - Central, Planning, Real Estate and Economic Development, was present and responded to questions from Committee.

The Applicant/Owner as represented by Jack Billen and Erik Brien-Wright from Lion Trade Ltd, were present and responded to questions from Committee.

The Committee heard from the following delegation:

  • Cheryl Parrott, Hintonburg Community Association (HCA) commended the applicant and planner for responding to comments from the HCA, although expressed disappointment that the applicant is unwilling to increase bicycle parking given there is limited parking in the area. Bicycle parking should be increased to one space per unit with indoor protected parking available as well.

    Motion No. PHC2023-11-01

    WHEREAS report ACS2023-PRE-PS-0088 seeks approval of an amendment to Zoning By-law 2008-250 for 1125 and 1149 Cyrville Road, to permit a mid-rise and a high-rise residential use building, containing a total of 366 dwelling units; and 
    WHEREAS a technical amendment is required to correct one error in Document 2 of the report. 

    THEREFORE BE IT RESOLVED that, with respect to report ACS2023-PRE-PS-0088 Planning and Housing Committee, amend Document 2 by:

    • Document 2: 
      • Replace 2(c)(i) – Over 6 storeys, the setback: 12 metres with Over 6 storeys, the western setback: 7.0 metres
      • Replace 2(c)(ii) – Minimum setback from the western-most lot lines: 7.0 metres with Maximum Building Height: 61 metres
      • Remove 2(c)(iii) – Maximum building height: 20 storeys

    AND BE IT FURTHER RESOLVED that pursuant to subsection 34(17) of the Planning Act, no further notice be given.

ACS2023-OCC-CCS-0086 - Barrhaven West (3) 

  • WHEREAS, the New Official Plan designates the lands at 3809 Borrisokane Rd as Industrial and Logistics; and

    WHEREAS these lands have direct access to municipal services; and

    WHEREAS Barrhaven and rural South Ottawa would significantly benefit from additional economic activity should the exclusion lands begin development; and,

    WHEREAS it is important to create economic development opportunities, especially ones that are within walking and biking distance of residents;

    WHEREAS the New Official Plan includes item 5.6.2.1 (10)prescribes these lands be included in the CDP for the residential expansion lands to the south, and that the development of these lands can not proceed until the the CDP and associated studies  have been approved; and,

    WHEREAS Staff have identified that future development of these lands may be influenced by the need for watermain looping or enhanced infiltration of Stormwater

    THEREFORE BE IT RESOLVED THAT Council staff be directed to initiate an Official Plan Amendment to amend 5.6.2.1(10) to enable development to proceed on 3809 Borrisokane Rd in advance of the CDP for the residential expansion lands to the south, and to ensure that adequate measures are taken to protect for watermain looping and enhanced stormwater infiltration.

  • Motion No. PHC2023-11-02

    That the following motion be added for consideration as an additional item at the June 21, 2023 meeting of Planning and Housing Committee, pursuant to Subsection 89 (3) of the Procedure By-law.

    WHEREAS The Miracle League of Ottawa is proposing the installation of an additional ground sign, at Notre-Dame-des-Champs Park, 3659 Navan Road; and

    WHEREAS The Miracle League of Ottawa is a registered non-profit charity helping very special dreams come true by providing a facility in partnership with the City of Ottawa that meets the unique needs of players either on the baseball field or playground; and

    WHEREAS on July 8, 2015, City Council approved that the baseball field at Notre-Dame-des-Champs Park be named the Jays Care Field in recognition of a funding contribution from the Jays Care Foundation towards the development of the project; and 

    WHEREAS The Miracle League of Ottawa, the Jays Care Foundation and the City of Ottawa have signed a Naming Rights Agreement dated June 18, 2015, and have agreed that the baseball field shall be exclusively named the Jays Care Field for the term of the agreement ending on December 31, 2030; and 

    WHEREAS the proposed sign will provide much needed identification of the Jays Care Field and wayfinding for the facility; and

    WHEREAS The Miracle League has received a donation for fabrication and installation of the proposed signage; and

    WHERAS the proposed signage does not comply with the Permanent Signs on Private Property By-law; and 

    WHERAS it is recommended to allow this request beyond the general application process for minor variances found in the delegation of authority provisions By-law 2016-326

    WHEREAS Recreation, Cultural and Facility Services Department and Planning, Real Estate and Economic Development staff do not object to the application; and 

    THEREFORE BE IT RESOLVED THAT committee recommends that council approve an exemption to Sections 114 and 121 Table 1A, of the Permanent Signs on Private Property By-law (2016-326), as amended, to allow:

    1. The installation of an additional identification ground sign within 30 m of an existing ground sign on the same premises and on the same street frontage; and
    2. Permit a combined sign face area of the two ground signs beyond the maximum allowable 5m2, but not exceeding 7.35m2.
