    That the Environment and Climate Change Committee recommend that Council receive the 2024 Management Review report of the Drinking Water Quality Management System for information.

  • Report Recommendation(s)

    That the Environment and Climate Change Committee recommend that Council:

    1. Approve the continuation of the Household Hazardous Waste collection events, the number of which will be approved through annual budget process but shall be no less than nine (9) events per year; and,
    2. Direct staff to begin the detailed planning, including locating sites and costing, for several micro–Household Hazardous Waste collection events in different areas of the City to serve as a pilot in 2026, as described in the report, and report back to Council for any incremental costs required through the 2026 budget process; and,
    3. Direct staff to continue to explore the implementation of permanent multi-use depot(s) for Household Hazardous Waste which would include options for other divertible material collection programs that are to be implemented as part of the actions outlined in the Solid Waste Master Plan (SWMP) and as described in this report and report back to Council in 2027.

    WHEREAS the Province of Ontario has been transitioning recycling programs to an Individual Producer Responsibility (IPR) model which is intended to make producers of products and packaging fully responsible for the cost of collection and recycling at end of life; and

    WHEREAS four (4) recycling programs offered in Ontario have fully transitioned to the IPR model (batteries, electronics, tires and hazardous and special products), and the fifth program (blue box) to fully transition in 2026, each with their own challenges and successes, arising through the transition of each program; and

    WHEREAS the Hazardous and Special Products (HSP) Program fully transitioned in Ontario under the Province’s IPR program on January 1, 2023; and

    WHEREAS not all household hazardous waste materials are designated under the HSP regulation and remain a safe disposal concern, and

    WHEREAS the City of Ottawa has and continues to hold Household Hazardous Waste collection events to ensure that hazardous materials are safely managed and disposed of and do not end up in our collection vehicles, in the Trail Waste Facility Landfill, in the natural environment or other waste processing facilities; and

    WHEREAS full compensation for Household Hazardous Waste collection events is not required under the HSP regulation, even though many of the items collected are designated material for producer responsibility; and

    WHEREAS the Provincial Blue Box Program will fully shift the City of Ottawa’s blue and black bin recycling programs to IPR under the lead Producer Responsibility Organization (PRO) Circular Materials, who will be responsible for collecting recycling from eligible sources, starting January 1, 2026; and

    WHEREAS City of Ottawa staff have worked diligently to ensure the transition of IPR programs is as seamless as possible to residents and as cost effective as possible for the City; and 

    WHEREAS many of the recently proposed amendments to Ontario’s Blue Box Regulation would erode producer responsibility and weaken the effectiveness of the recycling program; and

    THEREFORE BE IT RESOLVED that staff in Solid Waste Services be directed to work with Councillor Brockington and the Mayor’s Office to advocate to the Province of Ontario for stronger support with the IPR programs, including the expansion of materials that are designated for producer-responsibility, stronger targets for designated materials more accountability for the producers to meet the requirements of the regulations and more emphasis on working with municipalities; and

    THEREFORE BE IT FURTHER RESOLVED that the funding structure for compensating municipalities be revisited to ensure shortfalls of producers do not result in deficits for municipalities in instances where municipalities collect, transport and dispose of products or packaging that fall under the IPR regulations; and

    THEREFORE BE IT FURTHER RESOLVED that staff report back in Q4 2025 on advocacy efforts, outcomes and achievements ahead of the full transition of the Provincial Blue Box Program that will begin on January 1, 2026.

Councillor Menard read in a Direction to Staff for consideration. Councillor Tierney requested a recorded vote, pursuant to Subsection 33(10) of the Procedure By-law. The Direction to staff was turned into a Motion. Following a short recess, Councillor Menard withdrew the Motion.

  • Report Recommendation(s)

    That the Environment and Climate Change Committee recommend that Council:

    1. Receive, for information, the Feasibility Study for waste management technologies and other proven solutions that support the long-term solid waste diversion and management needs of the City of Ottawa, and support the goals of the Council-approved Solid Waste Master Plan;
    2. Direct staff to advance an in-depth evaluation of Scenario 1 (Status Quo and Private Facilities), Scenario 2 (Waste to Energy Incineration Facility), and Scenario 5 (Construct a New Landfill), as explained in this report and within the Feasibility Study; and,
    3. Direct staff to report back with a recommendation and finalized business case for Ottawa’s future waste management system, including decision-point timelines and budget implications, as soon as practical within the next Term of Council.

    1. Plan a robust Community and Partner Engagement process which meaningfully engages all interested parties, including members of the former Stakeholder Sounding Board (SSB), for their input and guidance in developing the Terms of Reference for the in-depth evaluation of Scenario 1 (Status Quo and Private Facilities), Scenario 2 (Waste to Energy Incineration Facility), and Scenario 5 (Construct a New Landfill), as described in recommendation #2 of the staff legislative report on the Waste Management Technologies Feasibility Study; and
    2. By Q2 2026, report back to the Environment and Climate Change Committee with a proposed stakeholder engagement plan which achieves this goal.

    The legal landscape around fossil fuel advertisements in Canada is rapidly evolving. This is partly due to the ongoing legal challenge against the anti-greenwashing legislation under the Competition Act, which forms the legal basis for the City of Ottawa to refuse advertisements due to false, unverified, or misleading environmental claims. 

    Staff shall therefore be directed to monitor the decision which results from this ongoing legal challenge and upon delivery of a court decision, prepare and provide a report to Finance and Corporate Services Committee and the Environment and Climate Change Committee regarding the results and any further action potentially required as it pertains to the City of Ottawa advertising policy.
