The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 18 September, 2024 beginning at 10:00 a.m. The Mayor, Mark Sutcliffe, presided over the meeting from Council Chambers with some Members attending in person and the remaining Members participating remotely by Zoom.

Mayor Sutcliffe led Council in a moment of reflection.

The communications were received.

Petition received containing the signatures of 163 people requesting that Ottawa City Council collaborate with the OSA and stakeholders in the development of a long-term strategy for skateboarding in Ottawa.

Submission received containing the signatures of 720 people that they object to the development at 6310 Hazeldean to request that Council deny the Municipal Support Resolution.

        1. That the municipal tax increase be set at no more than 2.9 per cent overall inclusive of the following:
          1. The City-wide tax levy, which includes funding for Library and Public Heath be increased by no more than 2.9 percent for 2025 and that Council request that the Library and Public Health Boards develop their draft budgets based on the pro rata share of this tax increase;
          2. The Police Services levy be increased by no more than 2.9 percent and that Council request that the Police Services Board develop their draft budget based on this tax increase;
        2. That the Draft 2025 Transit Budget be developed in consideration of the $120-million funding deficit identified in the Fairness for Ottawa campaign and include solutions in the following areas, depending on support from other levels of government and the work of the Transit Long-Range Financial Plan Working Group:
          1. Funding of between $0 and $120 million from the federal and provincial governments
          2. A Transit levy increase of between 2.9 and 37 per cent
          3. A fare increase between 2.5 and 75 per cent 
          4. Fare discount adjustments for consideration to be itemized as part of the tabled 2025 Draft Transit Budget
          5. Operating efficiencies and/ or service reductions between $0 and $120 million
          6. Identify a list of Capital investment deferrals for consideration as part of the tabled 2025 Draft Transit Budget
          7. Identify any other levers for consideration as part of the tabled 2025 Draft Transit Budget
        3. That the assessment growth taxation revenues generated from new properties be estimated at 1.5 per cent of the current taxation for 2025 and that Council request that the Library, Public Health, Police Services Boards and the Transit Commission develop their budgets within this allocation.
        4. That City user fees and charges increase in accordance with the direction outlined in the Fiscal Framework or the Long-Range Financial Plans.
        5. That the Garbage Fee be increased in accordance with the approved Solid Waste Services Master Plan, shifting the tax portion of the funding to a fully recoverable curbside collection fee and reducing the proposed 17 per cent increase in 2025 to a seven per cent increase in 2025.
        6. That the Draft 2025 Capital Budget be developed in accordance with the direction outlined in the 2024 Development Charge (DC) Provisional Background Study, Long-Range Financial Plans and Fiscal Framework.
        7. That the Draft 2025 Rate Supported Budget be developed in accordance with the approved 2017 Long-Range Financial Plan V - Water, Wastewater and Stormwater.
      3. That the 2025 Recreation, Culture and Facility Services User Fees be approved to allow registrations and rentals sold in 2024 for 2025 to use 2025 rates, as described in this report.

    WHEREAS at its meeting of September 11, 2024, Planning and Housing Committee approved the Kanata North Economic District (KNED) Urban Design Guidelines

    WHEREAS the KNED-specific Official Plan Policies are focussed on the transformation of the 1970’s suburban business park into a 21st Century urban innovation District by enhancing mobility options, allowing a wide range and mix of uses, and ensuring appropriate urban design that will contribute to the quality of life for those who live, work, learn and play in Kanata North and boost its ability to compete for talent at the national and global levels 

    WHEREAS Motion No. PHC2024-33-03 gave direction to staff in the Planning, Development and Building Services Department to prepare for consideration by Council amendments to the right-of-way cross sections in Section 4.8 of the KNED Guidelines and the removal of Sections 3.7.5.c, 3.7.5.d, and Figure 3.6 of the draft Urban Design Guidelines as they reference tower separations that are less than 23 m.  

    WHEREAS staff are continuing to review the multi-modal mobility networks in the KNED and may bring forward additional mobility-focused recommendations as part of the CPP Bylaw.

    THEREFORE BE IT RESOLVED that the KNED Urban Design Guidelines reflect the Urban Design Guidelines for High-rise Buildings approved by City Council on May 23, 2018, specifically the separation between towers, Section 2.25, with the separation between towers being typically 23m or 25m depending on tower height (Diagram 2-9), while ensuring that due to the unique goals and special nature of the Kanata North Economic District, flexibility be provided so that a reduced separation could be considered on a site-by-site basis where it can be demonstrated that the placement of the buildings will not create wind or sun shadow impacts on major public spaces on the site, pursuant to the City Terms of Reference for wind / shadow studies; and 

    BE IT FURTHER RESOLVED that staff in the Planning, Development and Building Services department will continue to review the right-of-way cross sections and bring forward revised cross-sections as part of the CPP Bylaw, along with other mobility-focused recommendations for the CPP area.

    WHEREAS Confederation Line 1 service has been reduced under delegated authority to 10 minute headways during weekday off-peak hours, specifically from 5 minutes from 9 am – 3 pm and from 6:30 pm – 9:30 pm; and, 

    WHEREAS overall ridership on OC Transpo is substantially reduced from pre-pandemic levels that has had a severe impact on revenues; and,

    WHEREAS frequency of service is an important determinant of ridership, affecting overall trip time in a system characterized by transfers as well as the decision to use transit for non-commuting purposes; and,

    WHEREAS the combined potential wait times for the Trillium Line and Confederation Line are potentially over 20 minutes not including connecting bus wait and travel time, seriously diminishing transit as an attractive choice for commuting and non-commuting purposes, which is critical to restore ridership levels;

    THEREFORE be it resolved that Council approve that Line 1 frequency be restored to 5-minute headways from 9 am – 3 pm and from 6:30 pm – 9:30 pm on weekdays, to be funded from the City’s expected 2024 surplus in tax-supported programs when the Trillium Line resumes revenue service.

    WHEREAS there is a forecasted $25 million deficit for transit in the 2024 budget and a $120 million deficit for transit in the 2025 budget;

    WHEREAS overall ridership on OC Transpo is substantially reduced from pre-pandemic levels, which has had a severe impact on revenues; and,

    WHEREAS demand for light rail service is lower during off-peak times; and

    WHEREAS it's critical that OC Transpo resources are applied to where demand is greatest; and 

    WHEREAS City of Ottawa staff are committed to finding a balanced approach that minimizes the financial burden on residents while maintaining essential transit services; and,

    WHEREAS staff continue to explore all possible avenues to ensure the long-term sustainability of OC Transpo; and,

    WHEREAS Confederation Line 1 service has been reduced under delegated authority to 10-minute headways during weekday off-peak hours, as compared to 5-minute headways during peak hours; and,

    WHEREAS the City of Ottawa is facing significant funding pressures impacting transit, with a structural deficit for public transit averaging $140 million per year over the next five years, and a deficit of $120 million for 2025;

    THEREFORE BE IT RESOLVED that: OC Transpo collect and analyze ridership data at the current service frequency to assess the impact on overall ridership levels and transit system efficiency and return to Transit Commission within three months with an analysis of ridership trends and patterns, impact on revenue and operational costs, an assessment of any other operational efficiencies and cost-saving measures, and the impact of any federal or provincial investment in transit, and make a recommendation about future service levels at that time.

    BE IT FURTHER RESOLVED that staff continue to monitor the data and commit to increase service, as soon as operationally feasible, to align service levels with ridership demand when it increases.

    BE IT FURTHER RESOLVED that the Mayor continue to engage with federal and provincial governments to secure fair and adequate funding for public transit, emphasizing the critical role of transit in the city’s economic recovery, environmental sustainability and to maintain service levels to match ridership demand.

    WHEREAS, in accordance with Section 222 of the Municipal Act, 2001 municipalities are authorized the power to divide or redivide a municipality into wards or to dissolve existing wards; and

    WHEREAS a comprehensive review of ward boundaries was conducted in 2020, leading to the adoption of the Ward Boundaries and Council Composition By-law No. 2021-3 on January 27, 2021, which was in effect for the 2022 Municipal Elections; and

    WHEREAS the current southern boundary for Ward 6 – Stittsville is a property line between Stittsville Main Street to the west and Shea Road to the east; and

    WHEREAS a portion of the land between the Ward 6 – Stittsville southern border and Flewellyn Road within Ward 21 – Rideau-Jock is part of the new urban expansion area; and

    WHEREAS established principles of ward boundaries include geographic communities of interest and physical boundaries;

    THEREFORE BE IT RESOLVED that City Council direct staff to bring forward a report to the Finance and Corporate Services Committee no later than Q4 2024 that would enable the lands described in Document 1 to be redistributed from Ward 21 – Rideau-Jock to Ward 6 – Stittsville in advance of the 2026 Municipal Elections.

    That the Rules of Procedure be suspended to consider the following motion, in order to confirm the extension of the City’s representative on the FCM Board without delay; 

    WHEREAS the Federation of Canadian Municipalities (FCM) represents the interests of member municipalities on policy and program matters that fall within federal jurisdiction; and
      
    WHEREAS in accordance with the FCM’s By-laws, the City of Ottawa is eligible to select a representative to serve on the Board of Directors, in addition to Councillor Tierney, who is currently serving as Second Vice-President; and
     
    WHEREAS in August 2023, Council appointed Councillor Laine Johnson to FCM’s Board of Directors for a one-year term starting August 2023 and ending August 2024; and
     
    WHEREAS the City will be asked to confirm its representative by resolution prior to the 2025 FCM Annual Conference and Annual General Meeting scheduled for May 29 – June 1, 2025;
     
    THEREFORE BE IT RESOLVED that Council extend Councillor Laine Johnson’s appointment as the City of Ottawa’s representative to FCM’s Board of Directors until the next FCM Annual Conference; and
     
    BE IT FURTHER RESOLVED that the City Clerk be directed to undertake a circulation for expressions of interest prior to the 2025 Annual Conference and AGM to determine if any other Members of Council have an interest in serving on the FCM Board; and

    BE IT FURTHER RESOLVED that the City of Ottawa continues to assume all costs associated with the Council-appointed representative attending FCM’s Board of Directors meetings, to be funded from the Council Administration budget.

    WHEREAS United Way East Ontario has been the City of Ottawa’s corporate charity and has participated in an annual employee campaign since 2001; and

    WHEREAS United Way East Ontario brings people from different organizations together to create long lasting social change through its three focus areas, All That Kids Can Be, From Poverty to Possibility, and Heathy People Strong Communities; and 

    WHEREAS United Way East Ontario launches its annual fundraising campaign every fall to support local charities, committed to a 100% local impact; and

    WHEREAS the City continues to use the United Way’s ePledge Donation program to allow employees to donate; and 

    WHEREAS the Chair of the Community Services Committee has historically taken on the role of honorary Co-Chair for the City’s Employee Campaign; and

    WHEREAS Chair Laura Dudas has indicated her willingness to continue in this capacity for the 2024 campaign; and

    WHEREAS the Honourary Council Co-chair will work with the General Manager of Recreation, Cultural and Facility Services on the 2024 City of Ottawa Employee United Way Campaign; and 

    THEREFORE BE IT RESOLVED that Council appoint Councillor Laura Dudas as the Honourary Council Co-Chair for the 2024 City of Ottawa Employee United Way Campaign.

    WHEREAS the Flora Hall Brewing Company hosts an annual street festival to provide expanded programming and seating for patrons titled FloraFest;
    AND WHEREAS FloraFest takes place on a section of Flora Street between Kent Street and Bank Street; 
    AND WHEREAS the organizer has requested to close a section of Flora Street between Kent Street and Bank Street on Friday, 11 October 2024 to facilitate setup of the event while maintaining local access to residents via two-way traffic entering at Kent Street;
    AND WHEREAS the road closure would be in effect from 12 p.m. Friday, 11 October 2024 to 6 p.m. on Sunday 13 October 2024; 
    AND WHEREAS the City of Ottawa’s Special Events on City Streets (2001-260) By-Law prohibits road closures before 6:00 p.m. Monday to Friday;

    WHEREAS, the City’s Agreements with the OCIP for the Bell Sensplex and Richcraft Sensplex require an Operating Reserve that is funded through an $850,000 OCIP contribution and annual contributions of $250,000 from the City until the reserve reaches the value of a one-year debt servicing repayment; and 
    WHEREAS on June 14, 2023 Council approved a temporary waiver to July 31, 2024, of the requirement for OCIP to fund the Operating Reserve from the current period of Net Operating Income and fund the annual debt service for the next succeeding year, and directed staff to revisit the waiver requests in conjunction with the 2024 budget presented by OCIP; and
    WHEREAS the OCIP has requested an extension of such waivers and upon Council approval, the CFO/ City Treasurer will implement such extension on the same terms, that OCIP continue to support daily operations and make all required contributions to the Lifecycle Fund to maintain the facilities in the state of good repair;
    THEREFORE BE IT RESOLVED that Chief Financial Officer/City Treasurer be given delegated the authority to extend the temporary waiver previously granted to the OCIP to fund the succeeding year’s debt servicing and contributions to the Operating Reserve, until December 31, 2025.

While the area that we now call the City of Ottawa was a traditional meeting and trading site for generations of the Anishinaabe, the founding of the permanent settlement that would become known as Bytown and later Ottawa began in 1826.
Just two years from now, what is today our nation’s capital will celebrate its Bicentennial. Celebrations could begin in as little as 15 months extending to the 200th birthday on September 26, 2026. This is a tremendous opportunity for local tourism and to attract investment to our city.
However, for local businesses and tourism operations to properly market the events, we need to announce them soon.

  • What plans are being made to celebrate this important and historic milestone?
  • How much is the proposed budget for celebrations?
  • What partners have the City enlisted to help plan the celebrations?
  • How will the City encourage individuals, community associations, small businesses, and Business Improvement Areas to participate?
