Except where otherwise indicated, reports requiring Council consideration will be presented to Council on April 3, 2024 in Built Heritage Committee Report 12.


The deadline to register by phone to speak, or submit written comments or visual presentations is 4 pm on March 1, 2024, and the deadline to register by email to speak is 8:30 am on March 4, 2024.

These “Summary Minutes” indicate the disposition of items and actions taken at the meeting. This document does not include all of the text that will be included in the full Minutes, such as the record of written and oral submissions. Recorded votes and dissents contained in the Summary Minutes are draft until the full Minutes of the meeting are confirmed by the Committee. The draft of the full Minutes (for confirmation) will be published with the agenda for the next regular Committee meeting and, once confirmed, will replace this document.

Deferred from the February 13, 2024 Built Heritage Committee meeting.

Ashley Kotarba, Planner II, Heritage Planning Branch, presented an overview of the report recommendation and answered questions from the Committee. A copy of the slide presentation is filed with the Office of the City Clerk. Lesley Collins, Program Manager, was also available to answer questions from the Committee.

Committee members received the following submissions, and a copy of each is filed with the Office of the City Clerk:

  • Sylvie Bigras, Lowertown Community Association, in support
  • David Flemming, Heritage Ottawa, in support

The following speakers addressed the Committee to speak to the report recommendations:

  • Reverend Guy Pierre-Canel and Gordon L. Belyea, opposed
  • Jane White Kirchmann, opposed

Following discussion on this item, the Committee carried the report recommendation as presented.

  • Report recommendation

    That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate the Église évangélique baptiste d’Ottawa at 284 King Edward Avenue under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.

    That the Built Heritage Committee recommend that Council receive the following report for information.

Greg MacPherson, Planner II, Heritage Planning Branch, presented an overview of the report recommendation. A copy of the slide presentation is filed with the Office of the City Clerk. 

Committee members received a submission from David Flemming, Heritage Ottawa, in support of the report recommendation, and a copy is filed with the Office of the City Clerk.

Following discussion on this item, the Committee carried the report recommendation as presented

  • Report recommendation

    That Built Heritage Committee recommend that Council removes reference to the properties listed in Document 1, attached to this report, from the Municipal Heritage Register.

File No.: ACS2024-PRE-RHU-0031 – College (Ward 8)

Committee members received a submission from David Flemming, Heritage Ottawa, in support of the report recommendation, and a copy is filed with the Office of the City Clerk.

Mihailo Mihailovic was present in support, and available to answer questions. He advised that he did not need to address the Committee if the item carried.

Following brief comments from Councillor L. Johnson, the Committee carried the report recommendation as presented.

    That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate 2 Peter Street under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.
