SWEARING-IN OF DEPUTY CHIEF UDAY JASWAL

 

 

Chair El-Chantiry invited Chief Bordeleau to administer the Oath of Office to Deputy Chief Uday Jaswal.  On behalf of the Board, Chair El-Chantiry congratulated the D/C and wished him much success.  Chief Bordeleau also congratulated D/C Jaswal and welcomed him to the Executive.  The D/C thanked his co-workers, friends and family for their continued support and encouragement.

CONFIRMATION OF AGENDA

 

 

One item entitled “Ottawa Police Gala - Fundraiser in Support the OSEG Foundation and the Great Canadian Theatre Company” was added to the 1 October 2018 agenda.

CHIEF’S VERBAL REPORT

 

 

Chief Bordeleau reported on the following items: Police and Peace Officer’s Memorial, Tornado Response, Panda Game, Missing Elderly Man, Gun Violence and Bikes & Beats Deployment.  (A copy of the Chief’s verbal report is available online.)

2.
CANNABIS LEGALIZATION UPDATE

 

Presentation

 

 

Deputy Chief S. Bell updated the Board on the work being done pertaining to the cannabis legislation that comes into effect on 17 October 2018.

After the presentation, a discussion ensued and the following points were made: 

·            Any financial impact associated with having to compensate someone for seized plants is expected to be minimal as it will only be if/when the courts order the police to do so. There is no immediate impact anticipated for 2019 as the court process typically takes between 12-18 months.

·            The OPS are actively working with By-Law to find the most efficient way to handle calls related to reported overproduction of plants.  Growing more cannabis plants than allowed is a criminal matter.

·            The OPS is part of the overall communication strategy that the City is leading.  As it relates to youth, the Youth Section and School Resource Officers are communicating directly with youth and schools.

·            Public Health is responsible for educating youth and parents around impacts of cannabis, linkages with mental health, etc.

·            The structure for applying for funding from the federal and provincial governments is unknown however OPS is tracking investments.

·            An internal policy “Fitness for Duty” provides guidelines for how members should show up to work and includes all substances that can impact physical and emotional states.

·            The OPS is looking at swearing in Special Constables so they can aid with enforcement.

PARTICIPATION BY THE OTTAWA POLICE SERVICE IN THE ONTARIO NALOXONE PROGRAM

Chief’s report

 

 

Distribution of Naloxone to all trained OPS members was approved in May 2017.  The administration of Naloxone in situations in which opioid overdoses are suspected has saved lives.
That the Ottawa Police Services Board approve the Ottawa Police Service’s participation in the Ontario Naloxone Program by entering into a formal agreement with Ottawa Public Health.

That the Ottawa Police Services Board approve the appointments of the individuals listed in Document 1 as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

ATTENDANCE AT CANADIAN ASSOCIATION OF POLICE GOVERNANCE – GOVERNANCE SUMMIT 2018

This item was delayed in coming to the Board as there was no meeting in August, and the September meeting was postponed.
That the Ottawa Police Services Board approve a $1,500 Gold sponsorship for the Ontario Association of Police Services Boards’ 2018 Labour Relations Seminar being held in Toronto on 20 – 21 September, 2018.

REPORT ON OFFICE OF THE INDEPENDENT POLICE REVIEW DIRECTOR INVESTIGATION

 

 

Chief’s report

 

 

Responding to a question about what could have been done differently  to help the young boy back in 2011, Supt. J. Dunlop explained that officers did everything they could at the time. CAS and other practictioners were already engaged with the family in 2011.

As part of policy changes, all calls of this nature are now automatically referred to the CAS.

10.
FINANCIAL STATUS REPORT: 2ND QUARTER 2018

 

 

Chief’s report

 

 

The report indicates a $3.2 million dollar deficit for 2018.  This includes the impact of $0.7 million for the 10 additional officers hired to combat gun violence as approved by the PSB and City Council.  The $0.7 million will show as a deficit to the OPS tax rate, which City Council will refund at the end of the year.

The City is responsible for acquiring Red Light Cameras, not the OPS.  The OPS is in support of using technology to make our roads safer.

It was suggested that the next Public Survey not be conducted during the summer while many people are away on holidays.  The timing should be revisited for the next survey in order to achieve increased engagement.
