Except where otherwise indicated, reports requiring Council consideration will be presented to Council on Wednesday, May 24, 2023 in Planning and Housing Committee Report 9.

The Chair read the following statement at the outset of the meeting pursuant to the Planning Act:

This is a public meeting to consider the proposed Comprehensive Official Plan and Zoning By-law Amendments listed as Item(s) 5.1 - 5.4 on today’s Agenda.

For the item just mentioned, only those who make oral submissions today or written submissions before the amendments are adopted may appeal the matter to the Ontario Land Tribunal. In addition, the applicant may appeal the matter to the Ontario Land Tribunal if Council does not adopt an amendment within 90 days of receipt of the application for a Zoning By-law Amendment and 120 days for an Official Plan Amendment.

To submit written comments on these amendments, prior to their consideration by City Council on May 24, 2023, please email or call the Committee or Council Coordinator.

ACS2023-CSS-GEN-003 - City Wide

  • Report Recommendation(s)

    That Planning and Housing Committee recommend Council approve:

    1. That the Director, Housing Services be delegated the authority to approve, and submit to the Ministry of Municipal Affairs and Housing, on a quarterly basis, the City’s Canada-Ontario Community Housing Initiative (COCHI) Investment Plan based on the details of the program and the spending plan outlined in this report.
    2. That the Director, Housing Services, be delegated authority to reallocate funding from one Canada-Ontario Community Housing Initiative stream and component to another within the same program year if the original planned commitment for funding as outlined within the approved Plan cannot be met, and to obtain Ministry approval for such reallocation where required, in keeping with the process outlined within the report.
    3. That in the event additional funding becomes available under the Canada- Ontario Community Housing Initiative due to any reallocation by the Ministry, the Director, Housing Services, be delegated authority to amend the Investment Plan and allocate the additional funding in keeping with the process outlined in this report.
    4. That the Director, Housing Services, be delegated authority to approve and submit the City’s Canada-Ontario Community Housing Initiative Sustainability Plan to the Ministry of Municipal Affairs and Housing, listing each funded capital repair component project and demonstrating the long- term sustainability of the housing provider receiving the funding.
    5. That the Director, Housing Services be delegated the authority to allocate all Canada-Ontario Community Housing Investment funding for Phase II provided such allocations are in accordance with the provincial guidelines, the Investment Plan and the priorities set out in this report.

ACS2023-PRE-PS-0060 - Capital (17)

The Applicant/Owner as represented by Rosaline Hill, RJH Architect, provided an overview of the Application and responded to questions from Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

The Committee heard from the following delegation:

Dianne Caldbick, Old Ottawa East Community Association spoke in support of the application, however expressed concerns with the reduced rear yard setback and the lack of soft landscaping and soil mass that would allow for a tree canopy.

That Planning and Housing Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 180 Main Street, as shown in Document 1, to permit a three-storey mixed-use building with commercial space (restaurant) on the ground floor and five residential units above, as detailed in Document 2.
    2. That Planning and Housing Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of 24 May 2023,” subject to submissions received between the publication of this report and the time of Council’s decision.

The Applicant/Owner as represented by Patricia Warren, Fotenn provided an overview of the Application and responded to questions from Committee.  Nico Church, Fotenn and Eric Longpre, Owner were present and available for questions.  A copy of the slide presentation is filed with the Office of the City Clerk.
The Committee heard from the following delegation:

Jean Sigouin expressed concerns with the application that touched on lack of fencing and year-round buffering, eliminating relief on side yard setbacks, inclusion of stacked town houses and tree removal.

That Planning and Housing Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 2504 White Street as shown in Document 1, from DR – Development Reserve to R1E – Residential First Density and R3Z – Residential Third Density with site-specific exceptions to permit a Planned Unit Development with townhouse and stacked townhouse dwellings, subject to a holding provision, and the retention of an existing home, as detailed in Document 2.
    2.     2. That Planning Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of May 24, 2023,” subject to submissions received between the publication of this report and the time of Council’s decision.

ACS2023-PRE-PS-0054 - Stittsville (6)

  • Report Recommendation(s)

    1. That Planning and Housing Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 5618 Hazeldean Road, as shown in Document 1, to permit the first phase of a residential subdivision, including one stormwater management block, 40 townhouse blocks, and 111 lots for detached dwellings as detailed in Document 2.
    2. That Planning and Housing Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of May 24, 2023,” subject to submissions received between the publication of this report and the time of Council’s decision.
  • Motion No. PHC2023-09-01

    WHEREAS the City’s New Official Plan promotes healthy, vibrant and walkable 15-minute neighbourhoods with improved local amenities and services; and

    WHEREAS locating smaller scale commercial uses such as limited retail, restaurants and personal service businesses closer to where people live forms an integral part of achieving 15-minute neighbourhoods; and

    WHEREAS Section 6.2.2 of the Official Plan states “in the Minor Corridor designation, this Plan shall permit a mix of uses which support residential uses and the evolution of a neighbourhood towards 15-minute neighbourhoods. Development may: …d) Be required, where contextually appropriate, to provide commercial or service uses on the ground floor”

    WHEREAS the Fernbank Community Design Plan calls for Mixed Use development in this location; and

    WHEREAS the built form of only live-work units proposed by Minto will not ensure the delivery of much needed local commercial uses for the Fernbank area; and

    AND WHEREAS the land fragmentation that would occur if the live-work units were subdivided and conveyed would curtail the delivery of local commercial for the future; 

    THEREFORE, BE IT RESOLVED THAT zoning by-law application – 5618 Hazeldean Road be referred back to staff and that staff be directed to work with the applicant to:

    1. Identify approximately 0.5 ha of land at the corner of Robert Grant Avenue and Abbott Street to accommodate local commercial uses,  such as retail store, personal service use, restaurant and daycare; and
    2. Ensure that the urban design guidelines for Non-Residential Building and Site Design within the Urban Design Guidelines for Greenfield Neighbourhoods are followed; and
    3. Be It Further Resolved That:
      Staff be directed to prepare a new report with respect to the zoning by-law application – 5618 Hazeldean Road and provide recommendations to the Planning and Housing Committee by June 7, 2023, ensuring that appropriate notice is provided as required, and that the amendments are consistent with the objectives and intent of the Fernbank Community Design Plan, the City's Official Plan and the Provincial Policy Statement.
