SWEARING IN OF NEW BOARD MEMBER

Ms. K. Ferraro, Executive
Director, invited Ms. Andrea Blaustein to join Mr. D. White, Board Solicitor,
at the podium to be sworn in as a new member of the Ottawa Police Services
Board. Ms. Blaustein took the Oath of Office and was congratulated on
becoming a Board member.

|
Chair El-Chantiry stated that 2018
is going to be a challenging and busy year contending with: opioids,
legalization of cannabis, guns and gangs, Police Services Act changes, the search
for a new Deputy Chief, and the Provincial and Municipal elections. Some of
the work that is already underway and that will be continued in 2018 includes
the Diversity Audit, the Equity and Diversity Inclusion Office, and the
2019-2012 Business Plan. The Board is looking forward to working with the
Service in these areas as well as engaging with the community.

Member Valiquet made
the following inquiries:
1) MONTREAL POLICE
SERVICE – FEMALE SWORN COMPLEMENT
Member Valiquet
indicated that the Montreal Police Service (MPS) has a higher percentage
of female officers. She would like the OPS to reach out to the MPS and
report back to the Board on what their Service has done to increase the
number of women officers.
2) SERVICE INITIATIVE
Member Valiquet put forward an inquiry to the Chief looking
for information on the successes that have been realized by the Service
Initiative Program; in particular, the benefits that have been achieved
financially and through improved service delivery. In terms of the
projects and initiatives that won’t fully realize their potential for
several years, Member Valiquet requested to know how these initiatives
will be tracked and reported back so the Board can stay informed of the
outcomes. She would like the Board to be informed on the go forward plans
for any work that may be ongoing, beyond the Service Initiative Program.

ITEMS OF BUSINESS

|
|
Chief Bordeleau reported on the following items: Gun
Violence, Safe Access Zones and Cannabis Legislation. (A copy of the Chief’s verbal report is available online.)
Cannabis Legislation
It was noted that the storage and nurturing of any
plants that are seized is an issue the Ontario Association of Chiefs of Police
is dealing with. It will be problematic for local police services and there
is advocacy taking place to see if the impact can be mitigated. DC Skinner is
leading work to identify various issues associated with the legislation and
how to resolve them. An implementation plan will be presented to the Board
in February. The legislation will be implemented as directed by the Federal
Government.
Safe Access Zone
It was clarified that protesters who enter the safe
access zone will be warned to ensure they are aware they are not allowed
within the zone. There is an expectation individuals will challenge the law.
There is no set fine for trespassing at this time.
Guns & Gangs
Referencing the success of Project Sabotage, a question
was raised as to whether there are sufficient resources to undertake a
similar type of project. It was noted that in the short-term, resources are
available however the Service is looking at different techniques and
completing other gun-related investigations. Some realignment of covert
units has also taken place, which augmented available resources.
The growth plan included the hiring of 75 officers,
which concludes in 2018; 50 of those officers have been assigned to the
frontline. Moving ahead, the 2018 draft budget included a forecast for
2019-2021 to hire another 90 officers to help support the difficult work
officers are doing with the changing complexity of crimes taking place in our
community.
It was noted that dealing with the issue of guns and
gangs is not only for the police. The Siblings Project, in partnership with
Crime Prevention Ottawa and the John Howard Society, is seeing much success.
School resource officers, working with teachers and principals, are able to
identify those who may be veering towards that type of criminal activity and
refer those families and siblings to the involved partners. Further, there
is much information sharing between the Guns and Gangs Unit and the School
Resource Officers. A question was raised as to whether retired officers could
be used in some of this work. While it has not been considered at this time,
it is something that could be considered should there be enough referrals.

In 2015, there were approximately 7,000 street checks,
in 2016 there were 4,000 and in 2017, after the change in the legislation,
there were four regulated interactions. While the information collected in previous
‘street checks’ isn’t directly comparable to the numbers being seen in
regulated interactions, the drastic drop is being reviewed. Work with the
Province and the community will continue in order to find a balance in
collecting the right amount of information as it greatly assists in
investigations. Justice Tulloch is conducting a review of the legislation
and the OPS has provided input. The drop in numbers has occurred across the
province. Justice Tulloch intends to return to Ottawa sometime in February
for community consultations. He hopes to have the recommendations put
forward to the province sometime this year. The Board will be notified of
Justice Tulloch’s next visit to Ottawa.
There was substantial training regarding the new
legislation, which is difficult and cumbersome. The way officers are being
asked to engage with members of the public to collect information does not
flow naturally and there is concern amongst officers about their exposure to
the oversight system. These factors have contributed to the drop in
numbers.
This is the first annual report which provides a
7-month snapshot of information collected. There is more work to be done on
the legislation in order to find a balance between community privacy concerns
and what information police require.

officers involved in this investigation were overdue for training. The Chief
has ordered an audit to ensure that the Service is compliant with any
mandatory training dictated by the province. The results of the audit are
due within a couple of weeks and should the audit show any mandatory training
is incomplete for members, this training will be completed.
