  • Report Recommendation(s)

    That Transportation Committee recommend that Council approve the installation of a permissive-protected left turn phase (advance left-turn arrow) at the entrance to the Mosque on Innes Road east of Tenth Line Road, and approve that the  2023 Ward 1 Temporary Traffic Calming Budget be used to fund the associated costs.

  • WHEREAS for the Barrhaven Civic Complex implementation, the City of Ottawa is receiving $27.87 million from the Government of Canada and Province of Ontario through the Investing in Canada Infrastructure Program, Community, Culture and Recreation Stream (ICIP-CCR), which has a deadline for completion by March 31, 2027;

    WHEREAS City staff are preparing to enter negotiations to acquire property for the Civic Complex, and as part of the bundled land package, property is also being sought for the future Barrhaven LRT corridor in the vicinity of the Civic Complex, a 250-space Park-and-Ride Lot (Barrhaven Centre), and a bus turnaround junction with the future LRT near Chapman Mills Drive;

    WHEREAS the property negotiations for the Park-and-Ride Lot will pose challenges which can compromise the City’s ability to meet the grant funding timelines of 2027 to build the Civic Complex;

    WHEREAS the existing park-and-ride lots at Strandherd, Fallowfield and Nepean Woods have a combined 2,400 spaces which should be adequate to serve Barrhaven residents until the future Southwest Transitway Extension is in service; and

    WHEREAS the Council-approved Southwest Transitway Extension (Cambrian Road to Barnsdale Road), includes a future park-and-ride lot at Kilbirnie Drive, with nearly 400 spaces, to serve residents in Barrhaven South and beyond;

    THEREFORE BE IT RESOLVED that staff are directed to remove the Barrhaven Centre Park-and-Ride Lot from city plans and cease negotiations for its land requirements; and

    BE IT FURTHER RESOLVED that property negotiations continue for the remaining elements of the bundled land package.

  • WHEREAS the Report titled:

    “All Way Protected/Permitted Left-Turn Signals at Intersection of Bank and Mitch Owens” was not listed on the Transportation Committee agenda;

    THEREFORE BE IT RESOLVED THAT the Transportation Committee approve the addition of this report for consideration by the Committee at today’s meeting, pursuant to Section 89(3) of the Procedure By-law (being By-law no. 2022-410) for the safety of the community.

  • REPORT RECOMMENDATION(S)

    That Transportation Committee recommend that Council approve the installation of protected/permitted left turn phasing (advance left-turn arrow) in all directions at the intersection of Bank St and Mitch Owens Rd.

  • That the Rules of Procedure be suspended to consider the following motion at the September 28, 2023 meeting of Transportation Committee, in order that work may begin as soon as possible to establish the group.

    WHEREAS the previous Transportation Master Plan (TMP) Council Sponsors Group established during the last term of Council was not re-established pending the completion of the Advisory Body Review report (ACS2023-OCC-GEN-0008) which was considered and approved by Council on July 12, 2023; and

    WHEREAS following Council’s approval of the TMP - Part 1 (ACS2023-PRE-TP-0001) at the Council meeting of April 26, 2023, staff are preparing to launch Part 2 of the TMP; and

    WHEREAS staff are seeking to re-establish the TMP Council Sponsors Group for this Term of Council to perform the roles and responsibilities in line with the functions of a Council Sponsor’s group as outlined in the Advisory Body Review report, including: provide ongoing advice to City staff in the development of Part 2 of the TMP; meet at appropriate times to review progress; make recommendations; and act as a sounding board; and

    THEREFORE BE IT RESOLVED that the Transportation Committee recommend Council re-establish the TMP Council Sponsors Group to be made up of five Members of Council, with representation from the geographic regions of East, South, West, Rural and Central areas of the City of Ottawa as well as the General Manager of Planning, Real Estate, and Economic Development, or a designate as well as other City staff as needed; and

    BE IT FURTHER RESOLVED that the Transportation Committee direct the Office of the City Clerk to issue an Expression of Interest to Members of Council interested in being on the Council Sponsors Group; and

    THEREFORE BE IT FURTHER RESOLVED that the proposed membership be brought forward for Council approval by motion when this matter rises to Council on October 11, 2023.
