Approve the plan to phase out ASE Program functions and transition required resources to support the delivery of essential road safety priorities funded within the existing operating and capital budget. Approve the Capital Budget adjustment reducing the Strategic Road Safety Action Plan capital budget by $7.5 million in 2026. Return surplus citywide capital funds from closed Traffic Services projects to the Road Safety Reserve, with final balances to be documented in the annual Capital Adjustments and Closing of Projects report. Return surplus Temporary Traffic Calming city wide capital funds at the end of each term of council to the Road Safety Reserve, with final balances to be documented in the annual Capital Adjustments and Closing of Projects report. Approve the allocation of all red-light camera net proceeds into the Road Safety Reserve Fund, to take effect in the 2027 Budget.
