The
Ottawa Board of Health met in the Champlain Room, 110 Laurier Avenue West,
Ottawa, on Monday, December 5, 2016 beginning at 5:00 PM.
The
Chair, Shad Qadri, presided over the meeting.
ANNOUNCEMENTS/CEREMONIAL ACTIVITIES

Chair Qadri and Member Qaqish, City
of Ottawa’s Special Liaison for Refugee Resettlement, recognized the valuable
work and dedication of over 50 volunteer dentists, support staff, and
interpreters who provided free dental treatment services to Syrian refugees.

That, at its meeting of
December 5, 2016, the Board of Health for the City of Ottawa Health Unit:
1. Approve the 2017 Draft
Operating Budget for the Ottawa Board of Health;
2. Upon the Board of
Health’s approval of the 2017 Draft Operating Budget for the Ottawa Board of
Health, direct staff to forward the report to Ottawa City Council, for
consideration on December 14, 2016 as part of the City Council’s approval of
the City of Ottawa 2017 Draft Operating and Capital budget; and
3.
Upon
approval of the 2017 Draft Operating Budget for the Ottawa Board of Health by
the Board of Health and Ottawa City Council, direct staff to forward the
approved 2017 Operating Budget for the Ottawa Board of Health to the Ministry
of Health and Long-Term Care (MOHLTC) for consideration as part of the
Program-Based Grant application.

Ms. Esther Moghadam, Deputy Director and Chief Nursing
Officer, Health Promotion and System Support Branch, and Ms. Brenda Gorton, Account
Manager of Financial Services Unit, provided a page-by-page overview of the
2017 Draft Operating Budget, as outlined at Document 1.
Ottawa Public Health staff then took questions from
Board members. This discussion lasted approximately 90 minutes.
Following the discussion, the Board considered Motion
13/02, as outlined below.

That the
Board of Health for the City of Ottawa Health Unit:
1.
Approve
the 2017 Draft Operating Budget for the Ottawa Board of Health, outlined at
Document 1 and as follows:
a.
Page
5 – Cost Shared Programs:
i. Infectious Diseases;
ii. Chronic Diseases &
Injuries;
iii. Family Health;
iv. Foundational Standards *;
v. Environmental Health; and
vi. Emergency Preparedness;
b.
Page
5 – Public Health City Funded Programs:
i. City Funded Public Health
Initiatives; and
ii. One-Time City Funded
Programs; and
c.
Page
9 – User Fees.

Motion 13/02 was put to the Board and divided for
voting purposes.
* DECLARATION OF
PECUNICARY INTEREST
Member Taylor submitted a deemed declaration of
pecuniary interest on Ottawa Board of Health Agenda 13, Item 1, 2017 Draft
Operating Budget for the Ottawa Board of Health, Document 1, Page 5 - Cost
Shared Programs, Foundational Standards, as his wife is an Ottawa Public
Health employee working in this area.
Member Taylor did not take part in the discussion or
vote on this portion of the Budget.

The balance of the 2017 Draft Operating Budget for the
Ottawa Board of Health and transmittal report were then put to the Board and
CARRIED.

Upon
the Board of Health’s approval of the 2017 Draft Operating Budget for the
Ottawa Board of Health, direct staff to forward the report to Ottawa City
Council, for consideration on December 14, 2016 as part of the City Council’s
