Planning, Real Estate and Economic Development Department

4.1

Application for demolition and new construction at 230-232 Lisgar Street, a property designated under Part V of the Ontario Heritage Act

File No. ACS2023-PRE-RHU-0031 – Somerset (14)

This report will be submitted to the Planning and Housing Committee on September 20, 2023. The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on October 4, 2023.

Luis Juarez, Planner II, Heritage Planning Branch, Planning, Real Estate and Economic Development Department (PRED) presented an overview of the application and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

The Applicant/Owner as represented by Ryan Koolwine, Project1, responded to questions from Committee.

The Committee received a written submission from David Flemming, Heritage Ottawa, in support of the report recommendations.

Following discussion on this item, the Committee carried the report recommendations as presented.

• Report recommendations

  That the Built Heritage Committee and Planning and Housing Committee recommend that Council:

  1. Approve the applications to demolish the buildings at 230 and 232 Lisgar Street, conditional upon: 
     
     1. The applicant depositing photographs and research material related to the site’s existing buildings to the City of Ottawa Archives, as required by Policy 5.6 of the Centretown and Minto Park HCD Plan.
  2. Approve the application for new construction at 230 and 232 Lisgar Street, according to plans prepared by Project 1 Studio, dated July 20, 2023, conditional upon:
     
     1. The applicant providing samples of all final exterior materials, including details on the proposed decorative metal patterns, for approval by Heritage Planning staff prior to the issuance of the building permit.
  3. Delegate the authority for minor design changes to the General Manager, Planning, Real Estate and Economic Development Department.
  4. Approve the issuance of the heritage permits for each application with a three-year expiry date from the date of issuance unless otherwise extended by Council.

Application to Alter Somerset House, 352 Somerset Street West, a property designated under Part V of the Ontario Heritage Act and located in the Centretown Heritage Conservation District

File No. ACS2023-PRE-RHU-0029 - Somerset (14)

This report will be submitted to the Planning and Housing Committee on September 20, 2023. The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on October 25, 2023.

Anne Fitzpatrick, Planner III, Heritage Planning Branch, Planning, Real Estate and Economic Development Department (PRED), presented an overview of the application and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

The Applicant/Owner as represented by Richard Chmiel, Chmiel Architects, responded to questions from Committee.

The Committee received a written submission from David Flemming, Heritage Ottawa, in support of the report recommendations. David Flemming also spoke before the Committee in support of the application.

Following discussion on this item, the Committee CARRIED the report recommendations as presented.

• Report recommendations

  That the Built Heritage Committee and the Planning and Housing Committee recommend that Council:

  1. Approve the application to alter 352 Somerset Street West according to plans prepared by Chmiel Architects, dated June 9, 2023 conditional upon:
     
     1. The implementation of the conservation measures identified in the Heritage Impact Assessment and as illustrated in the Conservation Elevations attached as Documents 8 and 9;
     2. The applicant submitting reports monitoring the condition of the historic structure from a professional engineer with heritage experience, to the satisfaction of Heritage Planning and Building Code Services;
     3. The applicant providing material samples for any new material to be used on the historic building and exterior materials for the addition to Heritage staff’s satisfaction; and
     4. The submission of a construction schedule to the satisfaction of staff in Heritage Planning and Building Code Services.
  2. Delegate the authority for minor design changes to the General Manager, Planning, Real Estate and Economic Development Department;
  3. Approve the issuance of the heritage permit with a two-year expiry date from the date of issuance unless otherwise extended by Council.

Designation of Highland Park Lawn Bowling Club at 439 Golden Avenue under Part IV of the Ontario Heritage Act

File No. ACS2023-PRE-RHU-0030 - Kitchissippi (15) 

Taylor Quibell, Planner I, Heritage Planning Branch, Planning, Real Estate and Economic Development Department (PRED), presented an overview of the application and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

Following discussion on this item, the Committee CARRIED the report recommendations as presented.

• Report recommendation

  That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate Highland Park Lawn Bowling Club at 439 Golden Avenue under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.
