In accordance with Sections 5 and 6 of the Municipal Conflict of Interest Act, R.S.O. 1990:

I, Councillor Diane Deans, declare a potential, deemed pecuniary interest on the report from the Community and Social Services Department entitled Phase One Implementation of the Canada-Wide Early Learning and Child Care System, as my daughter works for Children’s Services in an area that may potentially be impacted by Council’s decisions on this matter.

WHEREAS there are five responses to Councillor inquiries listed as Communications on the Regular Community and Protective Services Committee (CPSC) agenda of June 16, 2022; and

WHEREAS inquiry responses and other communications may be lifted for discussion with the consent of 2/3 of Members present and voting at Committee and 3/4 at Council; and

WHEREAS Members of Committee have indicated they would like the opportunity to lift one or more of the inquiry responses to ask questions to staff; and

WHEREAS due to the length of the preceding Joint Planning/ CPSC meeting and pressing operational requirements, the relevant staff are not available to attend today’s regular CPSC meeting; and

WHEREAS the next regular meeting of the committee will not be until late August; and

WHEREAS two of the inquiries originated at City Council and the responses will therefore already be listed as Communications on the June 22, 2022, City Council Agenda:

  • OCC 22-03 (M. Fleury) - Impact of the truck convoy on the City's residents and businesses
  • OCC 22-04 (R. Brockington) - Tickets Issued in the red zone during the convoy occupation

THEREFORE BE IT RESOLVED that the remaining Community and Protective Services Committee refer the three remaining inquiry responses to Council, to be listed as Communications on the June 22, 2022 City Council Agenda:

•     CPS 02-22 (T. Tierney) - Bookings Systems Scenario, Reservations

PHASE ONE IMPLEMENTATION OF THE CANADA-WIDE EARLY LEARNING AND CHILD CARE SYSTEM

REPORT RECOMMENDATIONS

That the Community and Protective Services Committee recommend Council to:

1.         Receive this report for information on the Province’s phased approach for program changes and implementation of the Canada-Wide Early Learning and Child Care System as well as the significant positive impacts for Ottawa families.

2.         Approve the Funding Policy Statement (Document 1) and delegate authority to the Director, Children’s Services, to manage and administer the Canada-Wide Early Learning and Child Care System and associated budget as detailed in this report and allocate all funding according to the Funding Policy Statement provided such allocations are in accordance with Provincial guidelines, within approved budgets and where applicable in accordance with the strategic priorities in the Child Care and Early Yeas Service System Plan.

3.         Approve the creation of up to 15 full-time equivalent (FTE) positions for which $1.2 million in funding is available from the Canada-Wide Early Learning and Child Care System (Provincial funding).

4.         Direct the City of Ottawa’s Municipal Child Care Centres to opt-in and adjust user fees accordingly under the Canada-Wide Early Learning and Child Care System.
