File No. ACS2023-PRE-RHU-0004 – Rideau-Vanier (Ward 12)

Luis Juarez, Planner II, Heritage Planning Branch, presented an overview of the report recommendation and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk. 
Committee Members received a submission from David Flemming, Heritage Ottawa, in support of the application, and a copy is filed with the Office of the City Clerk.
Following discussion on this item, the Committee carried the report recommendations as amended by motion no. BHC 2023-02-01.

  • Report recommendation

    That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate the former École St-Pierre, 353 Friel Street, under Part IV of the Ontario Heritage Act, according to the Statement of Cultural Heritage Value, attached as Document 5.

    Report Recommendations

    WHEREAS Report ACS2023- PRE-RHU-0004 recommends that Council issue a Notice of Intention to Designate 353 Friel Street;

    WHEREAS the Statement of Cultural Heritage Value attached as Document 5 outlines the heritage value of the property;

    WHEREAS the adaptive reuse of this property over the course of its history contributes to an understanding of the character of Sandy Hill;

    WHEREAS The adaptation of the former École St- Pierre into a community centre reflects the community's efforts in using municipal interventions to protect Ottawa's built Heritage and its subsequent adaptation into a multi-unit residence reflects the contemporary community character.

    THEREFORE BE IT RESOLVED THAT, with respect to report ACS2023-PRE-RHU-0004, the Statement of Cultural Heritage Value, attached as Document 5 be replaced with the new Document 5 attached

    Be it further resolved that the Statement of Cultural Heritage Value be amended to include the pioneering role played by the Community Associations and City of Ottawa in the 1970’s to conserve Ecole St Pierre and the founding of legislation, policies and programs to conserve Ottawa’s disappearing built  heritage".

The statutory timeline for consideration of this report under the Ontario Heritage Act will expire on April 9, 2023. 

Greg MacPherson, Planner I, Heritage Planning Branch, presented an overview of the report recommendations.  A copy of the slide presentation is filed with the Office of the City Clerk.

Committee Members received the following submissions and a copy of each is filed with the Office of the City Clerk:

  • Mark Keough, OCDSB, with comments

The Applicant/Owner as represented by Alex Rowse-Thompson, Heritage Studio, provided an overview of the Application and responded to questions from Committee. She was accompanied by the following:

  • Jacob Bolduc, planner, Fotenn

Following discussion on this item, the Committee carried the report recommendations as presented.

  • Report recommendations

    That the Built Heritage Committee recommend that Council:

    1. Approve the application for demolition and new construction at 41 Arlington Avenue according to plans prepared by Juxta Architects, dated December 22, 2022, conditional upon:
      1. The applicant providing samples of all final exterior materials for approval by heritage staff prior to the issuance of the building permit;
      2. The applicant providing a final landscape plan for approval by heritage staff prior to the issuance of the building permit;
      3. The applicant depositing photographs and research material related to the site’s existing building to the City of Ottawa Archives, as required by Policy 5.6 of the Centretown and Minto Park HCD  Plan.
    2. Delegate the authority for minor design changes to the General Manager, Planning, Real Estate and Economic Development Department;
    3. Approve the issuance of the heritage permits for each application with a two-year expiry date from the date of issuance unless otherwise extended by Council.
