CEREMONIAL ACTIVITIES / ANNOUNCEMENTS

 

a.        The Hurt Association, Presentation by Ms. D. George, Founder

 

Ms. George introduced herself as a survivor of domestic violence.  She is the founder of a charity that provides emergency services for women and their children who find themselves victims of domestic violence / sexual assault.  She is thankful for the ongoing support Chief Bordeleau has been providing to help end violence against women and children and she presented the Chief with a framed photo to thank him for his support.

 

On behalf of all OPS members who work tirelessly ending violence against women, the Chief thanked Ms. George for all the work she does representing other victims.  He also thanked Insp. J. McKenna for her leadership.

a.        Post-Incident Neighbourhood Support Framework - Presentation by Ms. N. Worsfold, Executive Director, Crime Prevention Ottawa (CPO) and Mr. M. Louzouaz, Rideau-Rockcliffe Community Resource Centre

 

 

Councillor Shad Qadri, Chair, Crime Prevention Ottawa, thanked the Board for the opportunity to present this project they have been working on in partnership with the OPS.  He introduced Ms. N. Worsfold, Executive Director, CPO, and Mr. Louzouaz who would be presenting this evening.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

On behalf of the Board, Chair El-Chantiry thanked Crime Prevention Ottawa for their presentation and the good work they do on behalf of the community.

 

Chief Bordeleau recognized the impact that major incidents have in the community and on the residents and said it is important to continue working with community partners.  Community Resource Centres are a tremendous wealth of great people who are connected and the OPS will continue to access these centres to leverage those relationships.  He thanked the presenters and their teams for all the work they do.

 

 

OPS PRESENTATION

 

a.         Chemical, Biological, Radiological, Nuclear and Enhanced Conventional Weapons (CBRNE) - Presentation by Superintendent S. Nystedt, Emergency Operations Directorate

 

 

Supt. Nystedt was joined by Sgt M. Capaday, Supervisor, CBNRE/Explosives Joint Forces Response Team.  (A copy of the presentation will be kept on file with the Board’s Executive Director.) 

 

 

INQUIRIES

 

1)        Accommodation in the Ottawa Police Service

Member Tierney explained this was brought to his attention by members of the service expressing concern about the matter.  After gathering some research he noted 160 out of 1400 uniformed police officers are on accommodation and these same officers are allowed to work paid duty.  He clarified these are formal medical accommodations, temporary, permanent or otherwise, and do not include sick leave, LTD or unpaid leave.  He submitted the following Inquiry and asked that the response be reported back to the Board at its next meeting:

 

1)      As there are 160 out of 1400 uniformed officers on accommodation, and where these same officers on accommodation are allowed to work paid duty; is this consistent with other municipal police services?

2)      Do you consider this a high number of officers on accommodation for a municipal police service?

Chief Bordeleau reported on the following items (a copy of the Chief’s verbal report will be kept on file with the Board’s Executive Director and is available online at ottawapoliceboard.ca):

·         Canada Road Safety Week

·         Police Week

·         North American Leadership Summit (NALS) & Canada Day

·         Street Check Policy

·         Community Policing Consultation

Street Check Policy

Chief Bordeleau confirmed the Street Check Data Collection Regulation states that all officers who collect this information must be trained by January 2017.  Chiefs across Ontario are working with the Ontario Police College to develop training that will be a combination of online and in-class instruction that will be done during the fall.

2.        APPOINTMENT OF SPECIAL CONSTABLES – RCMP – INDEMNIFICATION

That the Ottawa Police Services Board approve the continuation of the RCMP Special Constable initiative on the basis of that organization’s agreement to indemnify the Police Services Board in respect of any claims arising out of the actions of RCMP Special Constables.

3.        BYWARD MARKET STREET AMBASSADOR PROGRAM – 2015 ANNUAL REPORT AND 2016 FUNDING

Chief’s report

 

 

Member Valiquet explained that she has personal knowledge of this program.  As the former Executive Director of the Vanier BIA she contacted the ByWard Market BIA for assistance in setting up a similar program in her area.  The program is extremely well organized and so successful that it has drawn support from outside the Province.  She noted there are numerous areas across the city that could benefit from this type of program and asked if there was some way to review this model and make it a best practice that could be shared with other BIAs across the city. 

 

Chair El-Chantiry stated the program has been in operation since 1997 and this Board has been one of its supporting partners.  He indicated that the Board will take Member Valiquet’s request as direction to the Chair of the Policy and Governance Committee for review.

 

That the Ottawa Police Services Board continue to endorse the Street Ambassador program and approve the release of a $10,000.00 contribution to the ByWard Market Business Improvement Area for operation of the program in 2016.
