WHEREAS Response to Council Inquiry 06-15 Greenbank Road –
Project Issues, was inadvertently left off of the May 6, 2015 Transportation
Committee Agenda due to staff error; and
WHEREAS the Ward Councillor had been informed by staff that this
Response would be listed on the May 6, 2015 Transportation Committee Agenda
and then on the May 13, 2015 City Council Agenda;
THEREFORE
BE IT RESOLVED THAT Transportation Committee approve that the Response to
Council Inquiry 06-15 – Greenbank Road – Project Issues, be listed under
“Communications” on the Transportation Committee agenda of 6 May 2015.

REPORT RECOMMENDATION
That the Transportation Committee receive the Little Italy Local Area
Parking Study.
|
Kevin Wylie, General Manager, Public Works,
City Operations introduced Scott Caldwell, Program Manager, Parking Studies and
Lindsey Thomas, Project Coordinator, Parking Studies. Mr. Caldwell presented an
overview of the Little Italy Local Area Parking Study, including the findings
and outcomes resulting from the Study. Doug James, Program Manager,
Development Review, Planning and Growth Management was also present to respond
to questions. A copy of the PowerPoint presentation is held on file.
Staff responded to questions posed by
Committee and Council members. The report recommendation was RECEIVED as
presented.

REPORT RECOMMENDATION
That the Transportation Committee recommend that Council receive the
Parking Services 2014 Annual Report.

Kevin Wylie, General Manager, Public
Works, City Operations, Scott Caldwell, Program Manager, Parking Studies and Doug
Robertson, Manager, Parking Services responded to questions posed by Committee
members.
Councillor Fleury referred to the success
of the bicycle corrals, but suggested there was no clear process for BIAs to request
those facilities. Alex Culley, Project Officer – TDM, Planning and Growth
Management confirmed that staff had already met with the BIAs through the
Parking Consultation Group, but agreed to reach out to them again to reaffirm
the City’s commitment to this initiative.
The report was CARRIED, as presented.

Parking Services 2015 Business Plan report, which includes budgetary details
for 2015, as described in the adopted 2015 Budget.

BE IT
RESOLVED THAT the Transportation Committee approve the addition of this item
for consideration by the committee at today’s meeting, pursuant to subsection
89(3) of the procedure by-law, to allow Right Bike enough time to install
their bike racks in support of Bike to Work month, May 2015.

WHEREAS
the Causeway Work Centre is a registered charitable organization and operates
a public bike share system called “Right Bike”; and
WHEREAS
Right Bike provides a training and employment program for individuals who are
working to overcome barriers to employment, as well as delivers a community
bike share program, a sustainable transportation alternative which
complements existing transportation principles of the City of Ottawa as described
in the Transportation Master Plan; and
WHEREAS
Right Bike was supported by the Neighbourhood Connection Office of Planning
and Growth Management Department to expand its Bike Sharing operation into
adjacent neighbourhoods from its base in Hintonburg/Wellington; and
WHEREAS
Right Bike has successfully expanded from 1 site in 2012 to 16 sites in 2014
across 5 neighbourhoods on various City-owned and private properties; and
WHEREAS
the Causeway Work Centre has applied to the City for approval to install six
(6) public bike share system stations (the "Stations") on the
City's road allowances, at the locations as described in Schedule
"A" attached hereto; and
WHEREAS
staff in Planning and Growth Management (PGM) have completed an operational
and technical review of the locations of the individual Stations and have no
objections; and
WHEREAS
the placement of the Stations are not permitted on City road allowances under
the City’s Encroachment By-law 2003-446 as amended (“Encroachment By-law”);
THEREFORE
BE IT RESOLVED THAT the Transportation Committee recommend that Council waive
the requirements of the Encroachment By-law to permit Right Bike to locate
their stations on the six (6) sites as described in Schedule A subject to
entering into an Agreement for the six (6) sites to ensure compliance with
the maintenance and liability provisions of the Encroachment By Law.

Deans raised the following inquiry:
Concentrated
sweeping is conducted in core neighbourhoods which include the downtown core,
Vanier, New Edinburgh, Sandy Hill and the Glebe. These neighbourhoods
receive concentrated street sweeping as a result of continuous on-street
parking, which prevents effective sweeping.
On-street
parking has become increasingly problematic in neighbourhoods outside of the
identified concentrated areas and residents have noticed that street sweeping
crews are returning multiple times to clean the street.
As street
sweeping occurs 24 hours a day, multiple cleanings can be very disruptive to
neighbourhood residents.
Can staff
please investigate the feasibility of expanding the concentrated street
sweeping areas in order to reduce the occurrence of multiple cleanings on
residential streets? Could staff also include a cost benefit analysis of
expanding the concentrated street sweeping areas versus crews making multiple
passes on streets where parked cars have been problematic?
