Member Carr – Roles and Responsibilities Regarding Business Plan Development

The Ottawa Police Services Board Policy Manual notes:

[T]he Ottawa Police Services Board is required by subsection 32(1) of Ontario Regulation 3/99 (" the Adequacy Standards") to enter into a protocol with the Council for the Municipality of Ottawa that addresses:

A. The sharing of information with Municipal Council, including the type of information to be shared and the frequency of sharing such information. 
B. The dates by which the business plan and annual report shall be provided to Municipal Council. 
C. The responsibility for making public the business plan and annual report and the dates by which the business plan and report must be made public. 
D. If the Municipal Council chooses, jointly determining, and participating in, the consultation processes for the development of the business plan.

Can staff clearly outline the respective roles and authorities of the Police Services Board and Ottawa City Council concerning the development of the Police Services’ Business Plan.

    1. Approve the Ottawa Police Service 2024 Draft Operating and Capital Budget.
    2. Delegate authority to the Chief of Police to execute and administer the 2024 Fleet Replacement Program, up to a maximum of $4.8 million.
    3. Delegate authority to the Chief of Police to execute and administer the 2024 Conducted Energy Weapon (CEW) Program, up to a maximum of $1.33M.

Delegate authority to the Chair and Vice-Chair to approve Special Constable Appointments and Re-Appointments, pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the Approval of Appointment Forms obtained from the Ministry of the Solicitor General; and
    2. Approve semi-annual reporting to the Board for exercise of this delegated authority.

  • That the Ottawa Police Services Board delegate authority to the Chief of Police for the purchase of wireline telephone support and maintenance services, including equipment and professional services to support 9-1-1 phone lines and administrative phone lines at the Ottawa Police Service as part of the transition to NG9-1-1.  The associated competitive tender 30923-83988-T01 is a five (5) year contract for the upward amount of $2,472,775 before applicable taxes.
