Submitted by Councillor W. Lo:

WHEREAS the Transit Commission approved report ACS2020-TSD-TS-0006 on 18 November 2020, later approved by Council on 9 December 2020; and

WHEREAS the approved report recommended adjusting the boundary between the Urban Transit Area (UTA) and the Rural Transit Area (RTA) to match that of the urban boundary as defined in Schedule B of the Official Plan; and

WHEREAS By-law No. 2021-057 and By-law No. 2021-058 define the RTA and UTA respectively; and

WHEREAS part of the boundary near Manotick passes through and bisects the property parcel at 3889 Rideau Valley Drive; and

WHEREAS the Rideau Valley Conservation Authority (RVCA) is headquartered at 3889 Rideau Valley Drive, and shares a common vehicular access with Beryl Gaffney Park; and

WHEREAS the RVCA facility is located within the UTA while the common vehicular access shared with the park is in the RTA; and

WHEREAS the location of the common vehicular access means the entire property is classified as being within the RTA when making a Para Transpo booking, including the RVCA’s building, despite the building’s physical location being within the UTA; and

WHEREAS all Para Transpo trips must be urban-to-urban, urban-to-rural, or rural-to-urban, with no rural-to-rural trips permitted; and

WHEREAS the RVCA’s Nature for All Committee, whose mandate includes raising awareness and funds to improve accessibility to its conservation areas, meets regularly at the RVCA building; and

WHEREAS the committee includes at least one Para Transpo customer; and

WHEREAS the anomaly of the boundary through 3889 Rideau Valley Drive has been a cause of difficulty, stress, and loss of dignity for customers requesting trips starting or ending at the RVCA building; and

THEREFORE, BE IT RESOLVED THAT Transit Commission recommend that Council amend By-law No. 2021-057 to exclude the entire property at 3889 Rideau Valley Drive from the Rural Transit Area (RTA); and

BE IT FURTHER RESOLVED THAT Transit Commission recommend that Council amend By-law No. 2021-058 to include the entire property at 3889 Rideau Valley Drive in the Urban Transit Area (UTA); and

BE IT FURTHER RESOLVED THAT the amending by-law authorized by this motion shall be deemed to come into force on the date of any Council approval of this motion.
