Deferred from the City Council meeting of December 14, 2016.

COMMITTEE RECOMMENDATION
That Council approve an amendment to Zoning By-law 2008-250 for part of 4800 Bank Street to permit the development of a draft approved subdivision including 400 lots for single detached dwellings, 326 street oriented townhouses, 96 apartment units, three parks parcels, a school, a mixed use area, open space, and buffer lands, as detailed in Document 2.

REPORT RECOMMENDATIONS
That City Council approve the Summaries of Oral and Written Public Submissions for items considered at the City Council Meeting of December 14, 2016 that are subject to the ‘Explanation Requirements’ of Bill 73, the Smart Growth for Our Communities Act, 2015, as described in this report and attached as Documents 1 to 5.

MOTIONS OF WHICH NOTICE HAS BEEN PREVIOUSLY GIVEN

 

MOTION

WHEREAS City Council has adopted a Housing First Policy that is designed to help increase the supply of affordable housing throughout Ottawa; and

WHEREAS the Housing First Policy provides that, among other things, “25% of the proceeds from the sale of residentially zoned land owned by the City where affordable housing is not developed” be used “to fund development elsewhere to meet social housing needs”; and

WHEREAS there is a gap in the City’s Housing First Policy, whereby 100% of the proceeds from the sale of a property that will be used for residential purposes but that is zoned institutional are directed to the City-wide Reserve Fund, which is not consistent with the Policy’s goals; and

WHEREAS such residential uses of land zoned institutional can include seniors and long-term care residences and group homes, and staff has advised that the Housing First Policy is currently under review and including a provision for a portion of the sales of City properties for these uses would be consistent with the Housing First Policy; and

WHEREAS addressing this gap in the Housing First Policy will increase the contributions to the Housing Reserve Fund on an annual basis;

THEREFORE BE IT RESOLVED that City Council direct Housing Services staff to conduct a review of all zones that could be included in their upcoming report to refresh the City’s Housing First Policy, mainly, to include a provision for a portion of sales of City properties that are zoned institutional and will be used for residential purposes to be remitted to the Housing Reserve Fund, for consideration by Committee and Council at that time, and that these additional funds be used for Capital.
