The Panel met in the Chamber, Ben Franklin Place, 101 Centrepointe Drive, Ottawa, on Wednesday, January 14, 2026, beginning at 9:00 a.m. The Panel Chair, Terry Otto, presided over the hearings in person with some of the Members attending in person and the remaining Members participating remotely by videoconference.

The Chair provided introductory remarks explaining the hearing process.
