Troy Charter, Director, Transit Service Delivery and Rail Operations, Rami El Feghali, Associate Director, Transit Bus Operations and Maintenance, and Matthew Wolstenholme, Manager, Service Planning, also answered questions from Commission.

Renée Amilcar, General Manager, Transit Services Department, Taffy Nahas, Legal Counsel, and Scott Laberge, Manager, Linear Asset Management (Infrastructure and Water Services Department) also answered questions.

There being no public submissions on this item, the Commission considered the report recommendations as follows.

  That the Transit Commission recommend Council receive the Light Rail Regulatory Monitor and Compliance Officer Annual Report, attached as Document 1.

  1. That Transit Commission recommends to Council that Light Rail Regulatory By-law 2015-301 be repealed and replaced by enacting the new Confederation Line Regulatory By-law as attached in Document 1; and
  2. That Transit Commission and Council receive as information this report containing an overview of the existing Confederation Line Regulatory Framework.

Motion – Councillor W. Lo – Inclusion of 3889 Rideau Valley Drive in the Urban Transit Area

File No. ACS2024-OCC-CCS-0036

Barrhaven West (Ward 3) and Rideau-Jock (Ward 21)

Transit Services Department staff accepted the following direction (Councillor W. Lo):

That staff correct the UTA-RTA boundary anomaly at 3889 Rideau Valley Drive by including the entire property in the UTA as part of the recommendations of the next urban transit area boundary review. The review should also ensure any and all properties bisected by the boundary are either wholly in the UTA or wholly in the RTA.

There were no public submissions on this item. With the will of Commission, and given the substitute direction above, the Motion was withdrawn.

• Motion

  BE IT RESOLVED THAT Transit Commission recommend that Council amend By-law No. 2021-057 to exclude the entire property at 3889 Rideau Valley Drive from the Rural Transit Area (RTA); and

  BE IT FURTHER RESOLVED THAT Transit Commission recommend that Council amend By-law No. 2021-058 to include the entire property at 3889 Rideau Valley Drive in the Urban Transit Area (UTA); and

  BE IT FURTHER RESOLVED THAT the amending by-law authorized by this motion shall be deemed to come into force on the date of any Council approval of this motion.

TC-2024-02 – Cant Angles in LRT Curves

Submitted by Councillor D. Hill:

Following comments made at the October 12th, 2023 Transit Meeting about the track infrastructure in or around Lees and Hurdman station and the potential for excessive lateral pressure on the wheel assembly system resulting from the track cant angle in the turns at:

• Lees Station Curve
• Hurdman West Curve
• Hurdman East Curve (immediately leaving the station)
• Hurdman East Curve (100m further East)

What are the cant angles at the above curves?

What safety regulations was the consortium obligated to meet when planning and constructing the above infrastructure? Do the above cant angles meet those regulations?

Does the current cant of the above curves differ from the original design for the project, if at all?

How do the above cant angles compare to industry best practice for LRT systems at the designed speeds in North America more broadly and Calgary, Edmonton and Toronto specifically?

To what degree are the current problems with the wheel bearing assembly and axle systems caused by or worsened as a result of excessive lateral force due to the cant angle design and construction at the above locations?
