Recognition of Wendy Muckle, Executive Director, Ottawa Inner City Health

On behalf of the Board of Health and Ottawa Public Health, Chair Egli presented Wendy Muckle, Executive Director of Inner City Health, with a certificate recognizing her career-long achievements.

Presentation by Dr. Daniel Myran

Dr. Daniel Myran presented on his research relating to cannabis poisoning in children following non-medical cannabis legalization, after which he responded to questions from Members of the Board of Health.

The Board then voted to receive Dr. Myran's presentation. Discussions on this item lasted approximately 35 minutes.

In his verbal report, Chair Egli talked about: Capital Pride events, namely the flag raising ceremony at Mary Pitt Centre and OPH’s participation in the Pride Parade; International Overdose Awareness Day, which brought together OPH staff with community partners, persons with lived experience, family and friends from across Ottawa; the Working on Wellness Festival 2022 (formerly known as Recovery Day), organized by the Community Addictions Peer Support Association; the National Truth and Reconciliation Day, which honours survivors or residential schools and the children who never returned home, and Orange Shirt Day, a grassroots commemorative day intended to raise awareness of the inter-generational impacts of residential schools, both taking place on September 30th; and upcoming award presentations recognizing some OPH employees for their work relating to mental health. 

In closing, the Chair thanked the Province and the Ontario Minister of Health for their recent announcement recognizing the importance of providing sustainable, predictable funding for local public health units and their crucial work.

The Board then voted to receive the Chair's Verbal Report. Discussions on this item lasted approximately 12 minutes.

File ACS2022-OPH-MOH-0007 – City-wide

Dr. Etches began her verbal report by introducing Dr. Laura Bourns, who joined OPH as and Associate Medical Officer of Health in late August, as well as Pauline Tam, Director of Stakeholder Relations and Community Engagement, and Jo-Anne Henderson-White, Program Manager of Health Equity, Diversity and Inclusion, who both joined OPH in July. She took a moment to highlight the Reconcili-Action Plan Update report and to thank community members and partners for their significant contribution. She also thanked Dr. Paul Gully for his work in reviewing OPH’s pandemic response, noting that there have been many lessons learned from the pandemic. 

Dr. Etches then updated the Board on: the local COVID-19 situation; OPH’s work to support the return to school; the local monkeypox situation; and recommended changes to Canada’s Low-Risk Alcohol Drinking Guidelines. She talked about the backlog in routine childhood immunization and the need for a long-term effort with partners to ensure we sustain levels that protect the community from highly preventable deaths and severe disease that carries lifelong impacts. She referenced the recent Provincial funding announcements relating to the public health sector and explained what that meant for OPH specifically. In closing, Dr. Etches talked about health equity, diversity and inclusion at OPH and expressed her support for and commitment to this work. 

The Board received one (1) written submission from Greg Macdougall with respect to how public input is reflected in meeting records, COVID-19 in schools, OPH's approach to long COVID and COVID-19 in general, and  the growing public health care / hospital crisis. A copy of this submission is held on file with the Board Secretary. 

The Board then voted to received the Medical Officer of Health's Verbal Report. Discussions on this item lasted approximately 40 minutes.

The Board received a presentation from Dr. Ariff Kachra of Strat-Ology on the findings of the diversity audit of OPH and from Jo-Anne Henderson-White, Program Manager of Health Equity, Diversity and Inclusion, on OPH’s action plan moving forward. The Board also heard from two (2) public delegates representing the Ottawa Local Immigration Partnership (OLIP), who spoke in support of the report: 

  • Andrea Gardner, Associate Executive Director, Jewish Family Services & Co-Chair, OLIP Health & Wellbeing Sector Table; 
  • Naini Cloutier, Executive Director, Somerset West Community Health Centre & Co-Chair, OLIP Health & Wellbeing Sector Table.

Following the presentations and public delegations, Dr. Kachra, Ms. Henderson-White and Dr. Etches responded to questions from Board Members. 

The Board then voted to approve the report recommendations. Discussions on this item lasted approximately 42 minutes. 

  • That the Board of Health for the City of Ottawa Health Unit: 

    1. Receive, for information, the results of Ottawa Public Health’s diversity audit, as highlighted in this report and found at Document 2, attached; and
    2. Approve the Health Equity, Diversity and Inclusion Action Plan for 2022 and 2023, as described in this report.

    1. Receive, for information, this update on OPH’s continuing efforts to become a culturally safe and humble organization; 
    2. Approve that, going forward, Indigenous cultural safety training (ICST) be a mandatory requirement as part of the onboarding process and training for all new members of the Board of Health and OPH Leadership Team; and
    3. Receive, for information, an overview of priorities and concerns identified by Indigenous partners relating to health and wellness.
