The Ottawa Board of Health met in the Champlain Room, 110
Laurier Avenue West, Ottawa, on April 20, 2015 beginning at 5:00 p.m. The Chair,
Shad Qadri, presided over the meeting.

Board with an update on recent events. The attached memo includes the Medical
Officer of Health Verbal Update.
Following the discussion, the report recommendation was

That the Board of Health for the
City of Ottawa Health Unit:
1. Receive Ottawa Public
Health’s 2014 Annual Report, and
2.
Approve
that it be forwarded to Ottawa City Council for the information of its
members, in accordance with the City of Ottawa Act, 1999.

Dr. Isra Levy, Medical Officer of Health, spoke to a
PowerPoint presentation, which served to provide the Board with some context
on this report. Ottawa Public Health staff took questions from Board members.
This discussion lasted approximately 5 minutes. A copy of the presentation is
held on file with the Board of Health Secretary.

At staff’s request, the Board was asked to approve the
following Motion to correct specific details related to Document 1 - Ottawa
Public Health’s 2014 Annual Report:

BE IT RESOLVED THAT Document 1:
Ottawa Public Health’s 2014 Annual Report –page 12 (English) be amended as
follows:
1.
By
striking out the phrase “6,400 households reached each week, for 21 weeks
through the MarketMobile grocery bus” and inserting the phrase “Almost 100
households per week were reached through the MarketMobile grocery bus”;
2.
By
striking out the phrase “700 volunteers contributed 32,000 hours to help OPH
deliver its programs and services” and inserting the phrase “300 volunteers
contributed 7000 hours to help OPH deliver its programs and services”;
AND THAT Document 1: Ottawa Public
Health’s 2014 Annual Report –page 12 (French) be amended as follows:

By
striking out the phrase « Pendant 21 semaines, l’autobus MarchéMobile a
offert un service qui a profité à près de 6 400 ménages par semaine »
and inserting the phrase « Presque 100 ménages par semaine ont été rejoints
par le service de l’autobus MarchéMobile »;

striking out the phrase « 700 bénévoles ont donné 32 000 heures de

City of Ottawa Health Unit approve Ottawa Public Health's five-point plan for
infant and family health programming as outlined in this report.

Ms. Sherry Nigro,
Manager, Health Promotion Disease Prevention, and Mr. Andrew Hendriks,
Manager, Clinical Programs, spoke to a PowerPoint presentation, which served
to provide the Board with some context on this report. Ottawa Public Health
staff took questions from Board members. This discussion lasted approximately
20 minutes. A copy of the presentation is held on file with the Board of
Health Secretary.
The following delegation
addressed the Board on the Healthy Start – Part 2: Infant Health Report.
Ms. Marie-Josée Trépanier, Regional Director, Champlain
Maternal Newborn Regional Program, (agreed with the report recommendation)
spoke to a PowerPoint presentation and shared that her organization was
pleased that the five-point plan is in line with their Strategic Plan. A copy
of the presentation is held on file with the Board of Health Secretary.

At staff’s request, the
Board was asked to approve the following motion to correct specific details
related to the Healthy Start: Part 2 – Infant Health report:

BE IT RESOLVED THAT the Financial
Implications section on page 10 of the Healthy Start: Part 2 – Infant Health
report be amended as follows: by striking the paragraph under the Financial
Implications section and replacing it with: “There are no financial implications
associated with this report”.

FOR PARTICIPATION IN PUBLIC HEALTH AGENCY OF CANADA (PHAC) MULTI-YEAR FUNDING
AGREEMENT FOR THE CONSTRUCTION INDUSTRY TOBACCO CESSATION PROJECT

That the Board of Health for the
City of Ottawa Health Unit (BOH) endorse the funding application made by the
Medical Officer of Health to the Public Health Agency of Canada (PHAC) under
PHAC’s “Multi-sectoral Partnerships to Promote Healthy Living and Prevent
Chronic Disease” funding initiative and, should the funding be granted,
approve that delegated authority be granted to the Medical Officer of Health
to execute the necessary agreements with PHAC and the project delivery agents
to deliver the construction industry tobacco cessation pilot project as
detailed in this report.

the Board with some context on this report. Ottawa Public Health staff took
questions from Board members. This discussion lasted approximately 15
minutes. A

BOARD OF HEALTH PUBLIC HEALTH FUNDING AND ACCOUNTABILITY AGREEMENT YEAR-END
RESULTS

That the Board of Health for the
City of Ottawa Health Unit:
1. Receive for information
2014 year-end results, as outlined in Document 1;
2. Approve 2014 Performance
Reports for the following Indicators:
a. % of tobacco retailers
inspected twice per year for compliance with section 3 of the Smoke-Free
Ontario Act, as outlined in Document 2;
b. % of tobacco retailers
inspected once per year for compliance with display, handling and promotion
sections of the Smoke-Free Ontario Act, as outlined in Document 3; and
c. % of confirmed iGAS cases
where initiation of follow-up occurred on the same day as receipt of lab
confirmation of a positive case, as outlined in Document 4; and
3.
Direct
Ottawa Public Health staff to submit this report and supporting documents to
the Ministry of Health and Long-Term Care.

OTHER BUSINESS
|
Member Fleury informed fellow Board members
of a challenge to Council, launched by the City Sports Commissioner,
Councillor Jody Mitic, to participate in the Ottawa Race Weekend (May 23-24,
2015) by either walking or running the route. Member Fleury encouraged Board
Members to also participate in this challenge.
