    3. Approve the repeal and replacement of the Development Application Study Policy By-law 2001-451, as per Document 3 attached to this report;
    4. Receive the amendments to the Public Notification and Consultation Policy, as per Document 4 attached to this report;
    5. Approve the amendments to the Site Plan Control By-law, as per Document 5 attached to this report

    That the Agricultural and Rural Affairs Committee accept into the record the supplemental document to Document 2 on file with the Office of the City Clerk.

    WHEREAS report ACS2022-PIE-GEN-0011 advises Council on the implications of Bill 109 on the City’s development review process;

    WHEREAS the report recommends amendments to the Delegated Authority By-law 2022-29;
    WHEREAS a technical amendment is required to correct cross references within the proposed amendments to the By-law.

    THEREFORE BE IT RESOLVED THAT, with respect to report ACS2022-PIE-GEN-0011, the Agricultural and Rural Affairs Committee approve the proposed revisions to Document 2 as contained in the supplemental document and direct the Committee Coordinator to make these revisions to the report when it is submitted to City Council.

    Supplemental Document to ACS2022-PIE-GEN-0011 – Document 2 

    That Document 2 – proposed amendments to the Delegated Authority By-law – be revised as follows:

    1. In Schedule H, Section 31, on page 59, by deleting reference to Section 29 and substituting with Section 25;
    2. In Schedule H, Section 32, on page 59, by deleting reference to Section 22 and substituting with Section 18;
    3. In Schedule H, Section 33, on page 59, by deleting reference to Section 23 and substituting with Section 19;
    4. In Schedule J, new Section 40(2), on page 84, by deleting the words “Sections 15, 16, 17 or 18” immediately following the words “ the approval of the road modifications shall be made in accordance with” and substituting with the words “Section 15”;
    5. In new Section 62(1), on page 91, by deleting reference to Section 68(3) and substituting with Section 64(3);
    6. In new Section 62(2), on page 91, by deleting reference to Section 68(4) and substituting with Section 64(4);’

ACS2022-PIE-GEN-0010 -  City Wide

  • Report recommendations

    That the Agriculture and Rural Affairs Committee recommend Council:  

    1. Approve the addition of 10 full-time equivalent (FTE) Building Code Services positions at an approximate cost of $1.44 million, funded entirely from building permit revenues, and the conversion to permanent of one (1) temporary Finance position supporting Building Code Services, funded from within from within existing resources, to address the continued increasing number of building permits issued and the complexity of building application inspections and reviews to enforce the Building Code Act;
    2. Approve the conversion of eleven (11) existing temporary positions to new permanent positions to be funded entirely from within existing resources, affecting service areas including Planning Services, Legal Services and Finance Services; and
    3. Approve at an approximate cost of $1.395 million funded from within existing Planning Services revenues:
    1. The following additional six (6) full-time equivalent (FTE) positions, representing a total of $870,000:
      1. The addition of two (2) new permanent Co-op student positions in Planning Services 
      2. The revision of classification of four (4) existing permanent positions to higher levels in Planning Services
      3. The addition of three (3) new full-time equivalent (FTE) positions in Planning Services
      4. The addition of one (1) full-time equivalent (FTE) positions in Business and Technical Services
    2. The second phase of the Allocation for Corporate Support of $525,000 with the remaining allocation to be phased in through the 2023 budget, if required.

ACS2022-PIE-PS-0080 - Rideau-Goulbourn (21)

  • Report recommendations

    That Agriculture and Rural Affairs Committee recommends Council approve the following:

    1.  Authorize the City and delegate authority to the General Manager, Planning, Real Estate and Economic Development Department, to enter into a modified Front-Ending Agreement (the “Agreement”) with Mattamy (Jock River) Limited in relation to the design and construction of 5.9 kilometres of 600-millimetre diameter forcemain, from the existing twinned 600-millimetre diameter forcemain at the overflow lagoon to 5.9 kilometres along Eagleson Road, as outlined in this report, in accordance with the Front-Ending Agreement Principles and Policy set forth in Documents 1 and 2 and with the final form and content being to the satisfaction of the City Solicitor;
    2. Pursuant to said Agreement, authorize the receipt from Mattamy (Jock River) Limited of an additional $2,216,596 plus applicable taxes for a total of $13,863,775 plus applicable taxes in accordance with the Agreement, to fund the above-described works which are to be completed by the City;
    3. Pursuant to the said Agreement, upon receipt of the above-described funds, authorize the City to award the contract for the said works and provide contract administration and site inspection for their construction; and
    4. Pursuant to the said Agreement, authorize financial disbursements to reimburse Mattamy (Jock River) Limited for an additional $2,216,596 plus applicable taxes for a total of $13,863,775 plus applicable taxes, funded as follows: 
    1. Area specific development charges collected, on a schedule to be set out in the Front-Ending Agreement and which maintains priority of funding for currently planned area specific development charge funded projects, pursuant to the Front Ending Agreement, for an additional $1,662,447 plus applicable taxes to a total upset limit of $10,397,831 plus applicable taxes; 
    2. Sewer reserves to an upset limit of $3,465,944 plus applicable taxes.

ACS2022-PIE-EDP-0021 - Rideau-Goulbourn (21)  

  • Report recommendations

    1. That Agriculture and Rural Affairs Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 6199 Dwyer Hill Road to reduce the required setback of a detached dwelling from a Mineral Extraction (ME) zone, as detailed in Document 2.
    2. That Agriculture and Rural Affairs Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the Planning Act ‘Explanation Requirements’ at the City Council Meeting of July 6, 2022,” subject to submissions received between the publication of this report and the time of Council’s decision.

    WHEREAS the Rural Community-Building Grants Funding Policy, approved by Council in September 2011, sets out the administrative framework for the management and review of the Rural Community-Building Grants Program (RCBGP), which supports many community-based projects led by eligible organizations across rural Ottawa; and 

    WHEREAS under the approved Policy, the RCBGP is administered by the Rural Affairs Office and reviewed quarterly by members of the Agriculture and Rural Affairs Committee; and

    WHEREAS members of the Agriculture and Rural Affairs Committee currently have the authority of approving the funds for dispersal through the grants program administration; and

    WHEREAS on March 23, 2022, Council approved the Election-Related Resource Policy, which provides directions regarding the use of City resources with respect to election-related matters; and 

    WHEREAS on March 23, 2022, Council also approved the Election-Related Blackout Period Procedures that address restrictions during the blackout period, which is the 60 days prior to and including Voting Day. The blackout period for the 2022 Municipal Elections is in effect from Thursday, August 25, 2022, up to and including Monday, October 24, 2022 (Voting Day); and

    WHEREAS eligible applicants under the program guidelines may require the dispersal of funds in order to move forward with projects in 2022. 

    THEREFORE BE IT RESOLVED that, with respect to report ACS2022-PIE-EDP-0025, the Agriculture and Rural Affairs Committee recommend Council delegate the review and approval of Rural Community-Building Grants to the Rural Affairs Office for the remainder of the current Term of Council.

ACS2022-PIE-EDP-0020 - City Wide

  • Report recommendations

    That the Agriculture and Rural Affairs Committee recommend Council approve the following:

    1. Approve additional provisions within Site Plan Control By-law 2014-256 as amended, in order to:
    1. Apply the High Performance Development Standard to all Site Plan applications in the urban area and site plan applications that meet the definition of “HPDS Development Threshold” in the rural area;
    2. Require drawings sufficient to display matters of exterior design and their sustainable design as outlined in the High Performance Development Standard, as adopted by City Council on April 13, 2022;
    3. Add a definition for ‘HPDS Development Threshold’ (formerly referred to as Complex Site Plan); 
    4. Grant authority to impose conditions in accordance with the High Performance Development Standard as approved by Council.

    WHEREAS Bleeks Road is a rural collector road between Dywer Hill Road and Conley Road; and

    WHEREAS a portion of Bleeks Road has a residential density consistent with the residential quadrants within the village of Munster; and

    WHEREAS Bleeks Road has a speed limit of 50km/h within the village of Munster while the residential quadrants are all set at 40km/h; and

    WHEREAS the residents of Bleeks Road between Munster Road and Butterfield Road have expressed concern that their speed limit lacks consistency with the other residential areas within the village;

    THEREFORE BE IT RESOLVED that the portion of Bleeks Road, between Munster Road and approximately 200m east of Butterfield Road be changed from 50km/h to 40km/h.

    WHEREAS William McEwen Drive is a rural collector road where the speed limit is currently 80km/h; and

    WHEREAS the section of William McEwen Drive between Century Road and Brophy Drive is regularly used by traffic looking to access Highway 416 from Prince of Wales Drive and vice versa; and

    WHEREAS residents along William McEwen Drive have frequently expressed concerns about the volume of through traffic and the speed at which it travels; and

    WHEREAS similar roads nearby, such as Century Road, First Line Road, Third Line Road and Fourth Line Road, all have a speed limit of 60km/h;

    THEREFORE BE IT RESOLVED that the section of William McEwen Drive, between Brophy Drive and Century Road be changed from 80km/h to 60km/h.
