    BE IT RESOLVED THAT the Presentation by Dr. Paul Gully - Third Party Review of Ottawa Public Health's Pandemic Response - Preliminary Findings, the Chair of the Board of Health Verbal Report, the Medical Officer of Health Verbal Report, and the reports titled: Ottawa Public Health 2021 Annual Report; Ottawa Public Health’s Strategic Plan for 2019-2022 – Update from Quarter One of 2022; and 2022 Operating and Capital Budget Q1 – Board of Health for the City of Ottawa Health Unit Status Report, be received and considered;

    AND BE IT FURTHER RESOLVED that the Rules of Procedure be suspended to receive and consider the report titled “Appointment of an Associate Medical Officer of Health – In Camera – Personal Matters About an Identifiable Individual - Reporting Out Date: Upon Council Approval”.

Dr. Paul Gully presented preliminary findings on his third party review of Ottawa Public Health's (OPH) pandemic response, after which he responded to questions from Members of the Board of Health.

The Board then voted to receive Dr. Gully's presentation. Discussions on this item lasted approximately 35 minutes.

File ACS2022-OPH-BOH-0007 – City-wide

In his verbal report, Chair Egli highlighted National Indigenous History Month (June) and National Indigenous Peoples Day (June 21st) and encouraged everyone to take opportunities to engage and learn about reconciliation and about the culture and contributions of First Nations, Inuit and Métis peoples. He then talked about some recent events, namely:

  • The June 9th Key to the City Ceremony recognizing Dr. Etches and the entire OPH team; 
  • The Association of Local Public Health Agencies’ (alPHa) annual conference and meeting held on June 14th; and 
  • The June 15th official launch of mobile health clinics as a cost-effective way to deliver health care to vulnerable populations in medically under-served areas of Ottawa - a partnership between Recovery Ottawa, Pathways to Recovery, Ottawa Community Housing, Ottawa Inner City Health, and Ottawa Public Health. 

The Board then voted to receive the Chair's Verbal Report. Discussions on this item lasted approximately 13 minutes.

File ACS2022-OPH-MOH-0005 – City-wide

As part of her verbal report, Dr. Etches talked about reconciliation actions OPH is supporting and undertaking, shared an update on the COVID-19 situation and our health system at this time, and provided an update on how OPH is adjusting the scale of our COVID-19 response while remaining flexible and growing capacity to catch up on more public health services. She also touched on OPH’s response to the May 21 storm that affected virtually every area of our City and talked about how OPH is responding to Monkeypox. In closing, the announced that Pauline Tam would be joining the OPH team in mid-July, taking on the role of Director of Stakeholder Relations and Community Engagement and she thanked Jessica Breckenridge for taking on the role in an acting capacity during a challenging period of change. 

The Board received one (1) written submission from Greg Macdougall with respect to procedures on public availability of delegations, follow-up on a response about COVID spread in schools, and the health service crisis. A copy of this submission is held on file with the Board Secretary. 

Discussions on this item lasted approximately 37 minutes.
