BE IT RESOLVED that, pursuant to Subsection 89(3) of the Procedure By-law, Community and Protective Services Committee approve that Response to Inquiry (OCC 13-19 - Rat Complaints Inquiry) be added to the agenda for consideration at today’s meeting in order to consider the following motion:

Questions of staff having concluded, the Community and Protective Services Committee CARRIED the following motion as presented as well as a direction to staff.

Motion No 7/2

Moved by: Councillor M. Fleury

WHEREAS rats are carriers and transmitters of diseases that can negatively impact public health and create a negative perception of our City, particularly in destination areas with high concentrations of local attractions; and

WHEREAS best practices in controlling rats includes eliminating food and water sources, eliminating living spaces, and protecting buildings to prevent infestations; and

WHEREAS in 2017, Council directed staff to establish a monitoring and baiting in sewers pilot program to address rats and to develop a long-term strategy for determining baseline rodent population; and 

WHEREAS a working group including Ottawa Public Health, Bylaw Services, Public Works and Environmental Services, and 311 was created to coordinate efforts in addressing rat complaints and implement proactive measures, including increased education and outreach, adopting a specific service request classification for rats and rodents, proactive baiting in sewers, and enforcing property standards; and

WHEREAS the results of a 2-year pilot program to conduct proactive baiting in sanitary sewers through CCTV cameras have shown the rat population in sewers is low, with 8 sightings in 2018 and 23 in 2019. However, rat complaints in Ottawa have increased by nearly 40% compared to 2015 with Rideau-Vanier ward representing 34% of complaints in 2018, which highlights the need for the working group to continue to develop solutions to address the ongoing rat issues in Rideau-Vanier and across the City.

THEREFORE BE IT RESOLVED that staff be directed to implement cost neutral rat control methods, including specific rat prevention practices in regular parks maintenance; incorporating inspections for rats into the twice annual inspections of abandoned buildings and issue orders to the owners to remedy any infestations if evidence is found; and, 

THEREFORE BE IT FURTHER RESOLVED that staff in Planning, Infrastructure and Economic Development be directed to assess the options under their mandate to implement a program for proactive rat baiting prior to construction and issuing demolition permits and if such a program is possible, report back to the appropriate committee with recommendations including how such a program could be administered, detail any financial impacts and what monitoring could be put in place to assess its effectiveness.

Direction to Staff:

That Legal Services provide an opinion on the feasibility of the motion prior to its consideration at Council.

CPS 03-19 Paramedic offload delays

BE IT RESOLVED that, pursuant to Subsection 89(3) of the Procedure By-law, Community and Protective Services Committee approve that Response to Inquiry (CPS 03-19 Paramedic offload delays) be added to the agenda for consideration at today’s meeting.

Anthony Di Monte, General Manager, Emergency and Protective Services Department and Myles Cassidy, Chief, Ottawa Paramedic Service were present and responded to questions.  Chair Sudds committed to follow up with the Mayor and appropriate colleagues to determine the next steps moving forward in addressing frustrations with offload delays.

Pierre Poirier, Manager, Security & Emergency Management, Emergency and Protective Services was present and responded to questions surrounding the 2018 tornado.

Motion No 7/4

Moved by Councillor Luloff

WHEREAS, at its meeting of September 11, 2019, Council approved a motion directing staff to review the feasibility of conducting a review of on-demand accessible taxicab services, including recommendations for any potential improvements, and to report back to the Community and Protective Services Committee, in advance of the 2020 budget process, on the potential scope of work, any associated costs, the capacity for staff to undertake the work, and anticipated timelines;

AND WHEREAS the Committee has received from Emergency and Protective Services staff, an Information Report providing the requested information and advising that a consultant on the City’s Standing Offer list is available to undertake the work at an estimated upset limit cost of $25,000, with the findings of the study and recommendations to be brought forward in the Fall of 2020;

AND WHEREAS staff also advise that the $25,000 could be funded within the 2020 Operating Budget within the Emergency and Protective Services department;

BE IT RESOLVED THAT the Community and Protective Services Committee recommend Council direct staff to proceed to retain the said consultant to undertake the study of on-demand accessible taxicab service, as outlined in the staff report (ACS2019-EPS-GEN-0015), and that the $25,000 be provided through the 2020 EPS Operating Budget.

City of Ottawa Older Adult Plan 2020-2022

Report Recommendation

That the Community and Protective Services Committee recommend Council approve the Older Adult Plan (OAP) 2020 – 2022 as outlined in this report and in Document 1.

Clara Freire, Manager, Partner & Stakeholder Initiatives, Community and Social Services Department was present to respond to questions and committed to report back to the Community and Protective Services Committee at the mid-way point of the 2020-2022 Older Adult Plan with an information progress report.

Following questions, the committee CARRIED the report recommendation as presented.

BE IT RESOLVED that, pursuant to Subsection 89(3) of the Procedure By-law, Community and Protective Services Committee approve that IPD A (Use of Delegated Authority During 2018 by the Recreation, Cultural and Facility Services Department, as set out in Schedule “E” of By-law 2016-369) be added to the agenda for consideration at today’s meeting in order to consider the following technical amendment:

WHEREAS the memo entitled “USE OF DELEGATED AUTHORITY DURING 2018 BY THE RECREATION, CULTURAL AND FACILITY SERVICES DEPARTMENT, AS SET OUT IN SCHEDULE “E” OF BY-LAW 2016-369” (ACS2019-RCF-GEN-0014) was distributed to Mayor and Council on October 7, 2019 and will be considered by the Community and Protective Services Committee on October 17, 2019; and

WHEREAS following distribution, staff identified an omission in Section 17, ADVERTISING AND SPONSORSHIP, and supporting document 3: 2018 SPONSORSHIP AND ADVERTISING ANNUAL REPORT OVER $25,000 which inaccurately reported the number and value of sponsorships and advertising agreements that were approved and executed in 2018;

THEREFORE Be It Resolved that the Community and Protective Services Committee approve technical amendments to Section 17, to reflect the 20 sponsorship or advertising agreements that were approved and executed in 2018 for a total value of $6.82M; and

BE IT FURTHER RESOLVED that Document 3 be updated to include the details of the sponsorship or advertising agreements as outlined in the attached Appendix A to this Motion.
