These “Summary Minutes” indicate the disposition of items and actions taken at the meeting. This document does not include all of the text that will be included in the full Minutes, such as the record of written and oral submissions. Recorded votes and dissents contained in the Summary Minutes are draft until the full Minutes of the meeting are confirmed by the Committee. The draft of the full Minutes (for confirmation) will be published with the agenda for the next regular Committee meeting and, once confirmed, will replace this document.

The statutory timeline for consideration of this objection under the Ontario Heritage Act will expire on February 5, 2026.

Chair King noted that the third operational clause in the above recommendation was not required, as all reports on the current Committee meeting agenda were to proceed for Council’s approval at its meeting of 28 January 2026.

Correspondence was received from the following, and is held on file with the Office of the City Clerk:

The report recommendations were put before Committee and were ‘Carried’, as presented, with the deletion of the third operational clause from the original report recommendation.

     That the Built Heritage Committee recommend that Council:

    1. Not withdraw the Notice of Intention to Designate the Lauzon House at 6654 Notre-Dame Street and proceed with the designation process under Part IV of the Ontario Heritage Act; and
    2. Enact a by-law to designate the property generally in accordance with the revised Statement of Cultural Heritage Value attached as Document 4, in consideration of the objection received by the City Clerk.
    3. Suspend the notice required under Subsections 29(3) and 34(1) of the Procedure By-law to consider this report at its meeting on January 28, 2026, to decide this matter within the legislated timeline.

    1. Not withdraw the Notice of Intention to Designate 158 Gloucester Street and proceed with the designation process under Part IV of the Ontario Heritage Act according to the revised Statement of Cultural Heritage Value, attached as Document 1.
    2. Suspend the notice required under Subsections 29(3) and 34(1) of the Procedure By-law to consider this report at its meeting on January 28, 2026, to decide this matter within the legislated timeline.
    3. Receive the Revised Cultural Heritage Evaluation Report, attached as Document 3.

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on February 23, 2026.

The Committee received a slide presentation from Ms Taylor Quibell, Planner II, Planning, Development and Building Services (PDBS) Department, which served as an overview of the report.  A copy of this presentation is held on file with the Office of the City Clerk.  Ms Lesley Collins, Program Manager, Heritage Planning, PDBS, was also present to respond to questions.

André Godin had been registered to speak before Committee to respond to questions, if required, but opted not to when asked if he needed to speak if Committee were prepared to ‘Carry’ the item on consent.

Correspondence was received from Linda Hoad, Heritage Ottawa Advocacy Committee, and is held on file with the Office of the City Clerk.

Following questions to staff, and with Committee discussions having concluded, the report recommendations were put before Committee and were ‘Carried’, as presented.

    That the Built Heritage Committee recommend that Council:

    1. Approve the application for alteration at 290 Park Road according to plans by Andre Godin Design dated September 8, 2025 and received on September 9, 2025 conditional upon:
      1. The applicant providing a copy of the building permit plans to heritage staff at the time of the submission of the building permit application. The submission shall clearly identify any changes from the approved heritage permit and include a list and explanation of proposed changes.
      2. The applicant providing samples of all final material samples for approval by Heritage Staff prior to the issuance of the building permit.
      3. The applicant planting a new cedar hedge after construction as per the Arborist Report attached as Document 5.
    2. Delegate authority for minor design changes to the Program Manager, Heritage Planning Branch, Planning, Real Estate, and Economic Development.
    3. Approve the issuance of the heritage permit with a two-year expiry date from the issuance unless otherwise extended by Council.

    That the Built Heritage Committee recommend that Council:

    1. Approve the application to alter 231 Buena Vista Road according to plans by Farrow Partners Inc. Architect, dated November 22, 2025, conditional upon:
      1. The applicant providing samples of all final exterior materials, for approval by Heritage Planning staff prior to the issuance of the building permit.
      2. The applicant providing a final landscaping plan for approval by Heritage Planning staff approval at the time of the submission of the building permit application.
      3. The applicant providing a copy of the building permit plans to heritage staff at the time of the submission of the building permit application. The submission shall clearly identify any changes from the approved heritage permit and include a list and explanation of proposed changes.
    2. Delegate authority for minor design and landscaping changes to the Program Manager, Heritage Planning Branch, Planning, Development, and Building Services Department.
    3. Approve the issuance of the heritage permit with a two-year expiry date from the issuance unless otherwise extended by Council.

At the outset, the Committee received a detailed slide presentation from Mr. Greg MacPherson, Planner II, Planning, Development and Building Services Department, which served as an overview of the report. A copy of this presentation is held on file with the Office of the City Clerk.

Written correspondence was received from Linda Hoad, Heritage Ottawa Advocacy Committee, and is held on file with the Office of the City Clerk.

At the conclusion of questions to staff, the report recommendations were put before Committee and were ‘Carried’, as presented.

  • Report Recommendation(s)

    That the Built Heritage Committee recommend that Council:

    1. Receive for information the Beaverbrook Heritage Conservation District Feasibility Assessment, as directed by report ACS2024-PDB-RHU-0046 and attached as Document 2.
    2. Direct Heritage Planning staff to undertake an HCD Study and prepare an HCD Plan for Beaverbrook, in accordance with the requirements outlined by the Ontario Heritage Act.

With the will of the Committee, the requirement for a report under sub-section 83(4) of the Procedure By-Law was waived in order to receive a staff presentation with up-to-date information on the Heritage Watch List.

The Committee then received a verbal update, accompanied by a slide presentation, from Ms Lesley Collins, Program Manager, Heritage Planning, Planning, Development and Building Services Department.  A copy of this presentation is held on file with the Office of the City Clerk.

Motion - Member B. Bourns - Heritage Conservation District Criteria

That the Criteria for a Heritage Conservation District (HCD) be increased from 25 percent to 90 percent.
