File No. ACS2026-PDB-TP-0007 - Kanata North (4), West Carleton-March (5), Bay (7)

  • Report Recommendation(s)

    That the Public Works and Infrastructure Committee recommend that Council:

    1. Approve the updated functional design for the Kanata North Transitway Environmental Assessment (EA) Addendum (Corkstown Road to 240.0 metres north of Maxwell Bridge Road), as described in this report;
    2. Direct Transportation Planning staff to finalize the documentation for the Kanata North Transitway Environmental Assessment Addendum, submit it to the Ministry of Environment, Conservation and Parks (MECP) and post it on the project website;
    3. Approve the functional design for the Kanata North Transitway Extension Environmental Assessment Study (240.0 metres north of Maxwell Bridge Road to the Urban Boundary), as described in this report; and
    4. Direct Transportation Planning staff to finalize the Environmental Project Report (EPR) for the Kanata North Transitway Extension project and complete the requirements of the Transit and Rail Project Assessment Process (TRPAP) as described in Ontario Regulation 231/08 of the Ontario Environnemental Assessment Act.

    That the Public Works and Infrastructure Committee recommend that Council:

    1. Approve the repeal of the Private Approach By-law (2003-447).
    2. Enact the Access By-law as described in this report and in a form similar to the draft by-law set out in Document 1 to be in effect upon the passing of said by-law.
    3. Approve the amendments to the following by-laws in conjunction with enactment of the Access By-law as described in this report and set out in Documents 4 to 6 to be in effect upon the passing of the new Access By‑law:
      1. Use and Care of Roads By-law (By-law No. 2003-498)
      2. Road Activity By-law (By-law No. 2003-445)
      3. Encroachment By-law (By-law No. 2003-446)

    That Public Works and Infrastructure Committee recommends Council direct staff to implement a year-round full-time parking prohibition on the same side as the existing winter parking prohibition (replacing the winter parking prohibition) on the following streets before 1 April 2026:

    • Springbeauty Avenue
    • Sweetflag Street

  • Motion No. PWIC2026-24-01

    WHEREAS Road murals provide significant community benefits. By capturing drivers’ attention, they help calm traffic and improve pedestrian safety, creating streets that feel more welcoming and secure; and

    WHEREAS Beyond safety, these murals celebrate local culture and history, fostering a sense of identity and pride among residents; and

    WHEREAS Road murals also make neighborhoods more visually appealing and distinctive, attracting visitors and supporting tourism, reflect local culture and history, strengthening community connections and make neighborhoods more inviting and distinctive; and

    WHEREAS There are currently no clear directives from the City of Ottawa to communities on how to safely implement road murals, and that residents have been requesting clear guidance to begin projects for some time.

    THEREFORE, BE IT RESOLVED that staff develop regulations regarding murals on City roads including:

    • which streets are permitted to have on-street murals (e.g. residential vs arterial)
    • location considerations such as minimum distance from curbs and intersections
    • aesthetic safety issues to ensure that they do not obstruct or mimic traffic signs/devices
    • accepted paint types which are skid-resistant, non-reflective, and durable
    • regulations around the maintenance and removal of degrading murals
    • funding for accepted projects be integrated under the Ward Temporary Traffic Calming budget
    • right of way and road closure considerations during the painting process; and

    BE IT FURTHER RESOLVED that staff work towards developing:

    • clear information for residents interested in creating a road mural, such as a ‘how-to’ guide
    • a permit application method for residents that is clear, and accessible online; and

    BE IT FURTHER RESOLVED that these regulations be completed by the end of

    Q2 2026.

  • Motion No. PWIC2026-24-03

    WHEREAS on April 12, 2023, City Council approved the recommendations from report ACS2023-PRE-RHU-0012 Right of Way Patio By-law Update and New Urban Design Guidelines for Commercial Patios; and

    WHEREAS Council granted the Manager, Right of Way, Heritage and Urban Design in consultation with the Director of Traffic Services together with the Director of Roads and Parking Services the delegated authority for seasonal road closures for an additional period of three years, through March 2026; and

    WHEREAS an extension to the delegated authority is required to allow for the approval of seasonal road closure requests for the purposes of placemaking and economic activity on our City’s local streets, particularly in the downtown and ByWard Market; and

    WHEREAS staff intend to recommend this change permanently as part of the delegation of authority by-law review in the next Term of Council.THEREFORE BE IT RESOLVED THAT Public Works and Infrastructure Committee recommend Council approve the extension of delegation of authority to the Director, Right of Way, Heritage and Urban Design in consultation with the Director of Traffic Services together with the Director of Roads and Parking Services for seasonal road closures to December 2027.
